Complete guide to unlocking Dragon's Breath, one of the most powerful Mystic Arts in Where Winds Meet. Learn the quest steps and where to find every NPC.

What Is Dragon’s Breath?

Dragon’s Breath is one of the most powerful Mystic Arts you can unlock in Where Winds Meet, and for good reason. This ability lets you literally breathe fire that inflicts Ignition on enemies, while also granting you defensive buffs that make you harder to kill. It’s a burst damage tool that also keeps you alive.

The quest to unlock it isn’t overly complicated, but it does require you to know exactly where to go in Kaifeng and which NPCs to talk to. If you’ve been wandering around trying to figure it out, this guide breaks down every step so you can grab this powerful art quickly.

Step 1: Start the Quest in the Fairgrounds

Location: Fairgrounds District, Kaifeng

Location: Fairgrounds District, Kaifeng in Where Winds Meet

Head to the Fairgrounds district in Kaifeng and look for a huge hall where several NPCs have gathered. This is impossible to miss—it’s the central gathering point with notable architecture.

Talk to Luo Jiu and Kongkong

Inside the hall, you’ll find two key NPCs:

Initiate a conversation with Luo Jiu. During the chat, Kongkong will take their leave, and Luo Jiu will explain that someone has stolen from him. He needs your help retrieving a stolen item.

This conversation officially starts the Dragon’s Breath quest. You’re now locked in—time to go hunting for the thief.

Step 2: Find Liang Yuan at South Gate Avenue

Location: South Gate Avenue, Near Patrol and Inspection Agency

Location: South Gate Avenue, Near Patrol and Inspection Agency in Where Winds Meet

Now you need to track down the thief responsible for the theft. The thief’s name is Liang Yuan, and you’ll find them near the Patrol and Inspection Agency on South Gate Avenue.

How to Get There

Follow these landmarks and directions:

  1. Find the Main South Gate Boundary Stone – This is an easy landmark to spot
  2. From the Boundary Stone, head west
  3. Continue north along the small path
  4. Keep moving until you reach the Patrol and Inspection Agency
  5. Liang Yuan will be standing nearby

Don’t worry about getting lost—once you spot the Boundary Stone, the path is straightforward. Just follow the small path north and you’ll find your target.

Step 3: Retrieve the Stolen Item

The Item: Travelogue: Toehari

When you reach Liang Yuan, you need to retrieve the stolen item: Travelogue: Toehari. You have options here, but there’s a clean way to do this without fighting.

Use the Celestial Seize Mystic Art (also called Heavenly Snatch in some translations). This lets you pull the item directly from Liang Yuan without initiating combat. If you haven’t unlocked Celestial Seize yet, check out our Best Mystic Arts to Unlock First guide for how to get it—it’s extremely useful for situations like this.

If You Don’t Have Celestial Seize: You can fight Liang Yuan if you need to, but using Celestial Seize is cleaner and faster. Either way, you’ll get the Travelogue: Toehari.

Step 4: Return the Item to Luo Jiu

Back to the Fairgrounds

With the Travelogue: Toehari in hand, head back to the Fairgrounds district in Kaifeng. Return to the same huge hall where you started and find Luo Jiu.

Complete the Quest

Return the Travelogue to Luo Jiu. Once you hand it over, the quest is complete. He’ll thank you and officially reward you with access to the Dragon’s Breath Mystic Skill.

Step 5: Claim Your Reward in the Journal

Here’s the part people sometimes miss: the reward isn’t automatically added to your inventory. You need to manually claim it.

Dragon’s Breath: Effects and Strengths

Now that you’ve got it, here’s what makes Dragon’s Breath so powerful:

Skill Type: Single-target offensive burst with the Burn tag

Core Mechanics:

  • Intoxicated Mode: You drink to enter an enhanced state
  • Fire Breathing: You can breathe fire with Qi—the attack hits twice, giving it double strike potential
  • Ignition Infliction: Every hit inflicts Ignition on enemies, stacking damage over time

Why It’s Powerful: This Mystic Art gives you burst damage through the double-hitting fire breath plus ongoing damage through Ignition stacks. The defensive buffs mentioned (from entering Intoxicated mode) make you tankier while dealing damage, turning it into an all-in ability that doesn’t leave you exposed.

Best Uses for Dragon’s Breath

Against Single Targets: This ability shines when you need to burst down high-priority enemies. Use it when you’ve got an enemy isolated or set up via a combo.

Stacking Ignition: The more you use Dragon’s Breath, the more Ignition stacks build up. If you have Inner Ways or gear that amplifies burn damage, those stacks become even more dangerous.

Emergency Defense: The defensive buffs from Intoxicated mode mean you can use this mid-fight when you’re taking heat and need to turn the tables.
