The Endministrator is your free starting operator, available automatically from the very beginning of the game as the main character. You can choose between a male or female version in the prologue, and switch between them every 24 hours. You do not need to pull from the gacha or complete special missions to obtain them.
To increase the Endministrator’s Potential level (unlocking talent upgrades and team buffs), progress through the Main Story Missions. Their Potential copies are all earned for free this way. Eminent Repute (Best Team Utility)

Eminent Repute trades some personal damage for superior team utility, making it arguably the better choice in coordinated group content. It provides Agility, Physical DMG, and ATK%. Its passive grants the entire team an 8% ATK boost when Endmin consumes Vulnerable stacks, with an additional 4% per stack consumed, up to 16% total team ATK. At Potential 2, the Endministrator already shares half their own ATK buff with the team — Eminent Repute stacks on top of this, making it a powerful team-wide amplifier.
Which to use: Grand Vision for maximum personal burst damage, Eminent Repute if your team benefits more from the sustained ATK sharing. Both weapons are extremely close in overall value — use whichever you have available.
