Begin climbing the scaffolding upward. You’re heading toward the rooftops, so keep moving vertically whenever possible.

Random observation: For some reason, Panpour seems to spawn less frequently than the other two. If you’re sitting there with Pansage and Pansear but no Panpour after multiple resets, you’re not alone. Just keep trying—it’ll spawn eventually.
