Withered Wasteland – Shellos Report

The Shellos Report is found next to a wooden bench on a cliff edge to the west of the Withered Wasteland Pokémon Center. Head west from the center and look for the cliff edge — the Paper sits right beside the bench overlooking the drop. It’s a scenic spot and easy to reach early in the game.
Rocky Ridges – Project Cancellation Proposal

The Project Cancellation Proposal is found next to a desk in an underground area in the northern part of Rocky Ridges. This one takes a bit more work to reach — you’ll need to locate the underground entrance in the north, then search for the desk inside. Make sure you know how to jump to navigate the area’s terrain as you descend. It’s worth picking up materials while you’re exploring the underground section.
Sparkling Skylands – Daily Porygon2 Notes

The Daily Porygon2 Notes are found on the east side of Sparkling Skylands, specifically to the west of the east Area Gate. Once you’ve reached the eastern portion of Sparkling Skylands, locate the Area Gate and then walk west — the Papers are nearby. Sparkling Skylands is the final major area in Pokopia, so you’ll need to have completed the main quests in Withered Wasteland, Bleak Beach, and Rocky Ridges first. Ocean Dream Island – New Plan Proposal

The New Plan Proposal (name TBD) is found next to a stack of wooden crates on the Ocean Dream Island.
