Even if no one sees you, stealing always costs you Faction XP with the local faction. This is unavoidable. The good news is Faction XP is easy to recover through Faction Quests, Requests, and liberating enemy camps, so it is not a serious penalty.
The real thing to avoid is getting caught. If an NPC witnesses you stealing, they will call the guards. Guards will chase you down and a bounty gets placed on your head. With an active bounty, guards in the area will attack you on sight.
To stay undetected:
- Always check your surroundings before stealing
