Zaheer is the leader of the Red Lotus – an offshoot of the White Lotus that rejected the idea of serving the Avatar and pursued absolute freedom through chaos and anarchy. He is the main antagonist of Book Three of The Legend of Korra. An obsessive student of airbending philosophy, Zaheer was one of four non-benders imprisoned for attempting to kidnap Korra as a child. He gained airbending abilities after Harmonic Convergence and later achieved the legendary ability of free flight – the first airbender in four thousand years to do so – by releasing all earthly attachments after the death of P’Li.

His three Red Lotus members – P’Li, Ming Hua, and Ghazan – physically enter the match on command, execute their move, and then exit. This is the same active assist structure used in team-based fighting games like Marvel vs. Capcom, applied inside a 1v1 format. All three are always available to Zaheer regardless of which one he picks as his support.
