Ori Director Slams Xbox Game Pass’s Mediocre Content

Xbox Game Pass is taking heat from an unlikely source this week. Thomas Mahler, CEO and creative director of Ori developer Moon Studios, just delivered a blunt public takedown of Microsoft’s subscription strategy, arguing the service has struggled because its catalog simply hasn’t been good enough to justify the monthly fee. Coming from someone whose own games are flagship Game Pass titles, it’s a rare and pretty pointed bit of criticism.

    • Moon Studios CEO Thomas Mahler publicly criticized Xbox Game Pass’s content strategy.
    • He argues the subscription could’ve succeeded if Microsoft’s catalog had been consistently strong enough.
    • Mahler warned against studios being pushed to “slop out mediocre content like a factory.”
    • He compared Game Pass to communism, saying it lacks real incentives for developers to go above and beyond.
    • The comments come amid reports of upcoming “significant” Xbox layoffs planned for July 2026.
    • Ori and the Blind Forest and Ori and the Will of the Wisps are both permanent Xbox Game Pass titles, making Mahler’s criticism especially notable.

Ori Director Slams Xbox Game Pass Strategy

Mahler’s comments came in response to a post from Duke Nukem creator George Broussard, who’d been questioning the origins and direction of Game Pass on social media. Rather than brushing it off, Mahler offered a detailed breakdown of where he thinks the subscription model went wrong, and it didn’t pull many punches.

His core argument is that the underlying subscription model itself wasn’t the problem. The issue, in his view, was that Microsoft never built a catalog compelling enough to make people want to keep paying every month. He drew a direct comparison to TV streaming, pointing out that services like HBO retain subscribers because their library is genuinely worth paying for. Games, he argued, work differently, since new releases carry a lot more weight with players than older content does, meaning a subscription service can’t just coast on its back catalog the way a streaming platform can.

This is the hard truth of it all. Earnings and profit. But it is also way amplified when there is a regime change in a mega-corp and everything changes and new plans are put in place. The teams and employees pay the price for years of mismanagement of old execs.

    Mahler Warns Against “Slop” Content

The most pointed part of Mahler’s comments centered on what he believes Xbox needed to avoid. He said Microsoft would need a much deeper understanding of what players actually want, along with developer deals structured to reward truly great games rather than just steady content output. In his words, the goal should’ve been incentivizing studios to produce real hits, not encouraging them to “slop out mediocre content like a factory.”

He specifically called out Bethesda’s Starfield as an example of a major first-party Xbox release that didn’t meet expectations, especially given how much goodwill Skyrim had built for the studio beforehand. In Mahler’s view, that’s the kind of letdown that chips away at a subscriber’s reason to keep paying.

Mahler Compares Game Pass to Communism

Mahler didn’t stop at quality concerns either. He went on to compare Game Pass’s structure to communism, arguing that folding games directly into a subscription removes the financial incentive for developers to push past “good enough.” Without that incentive, he believes quality naturally slips, and once that happens, players stop seeing a reason to pay unless the content is so good they genuinely feel like they’re missing out by skipping it.

Why Mahler’s Words Carry Extra Weight

What makes this criticism land differently than the usual industry takes is exactly who’s saying it. Ori and the Blind Forest and Ori and the Will of the Wisps were both published by Xbox Game Studios and remain permanent fixtures in the Game Pass library. Both games are also widely considered among the best-reviewed Xbox-published titles of the past two console generations. This isn’t an outsider throwing shade. It’s someone who has firsthand experience with how Game Pass treats its standout titles, which gives his frustration a lot more credibility than a random hot take would carry.

It’s also not the first time Mahler has spoken candidly about his relationship with Microsoft recently. Earlier in June, he described the upcoming round of Xbox layoffs as genuinely heartbreaking news, and admitted he’d once hoped Microsoft would lean into Ori as a flagship mascot character the way Nintendo has with Mario.

The Context: Xbox Is Bracing for More Layoffs

Mahler’s comments aren’t happening in a vacuum. Reports surfaced this spring that Xbox is planning another round of significant layoffs for July 2026, expected to hit a large portion of Microsoft’s gaming division. There’s also been talk of potential studio closures tied to Microsoft’s earlier Game Pass-driven acquisition spree, with Double Fine, Compulsion, and Ninja Theory all named in various reports. For context, Game Pass’s last officially confirmed subscriber count sat at 34 million back in February 2024, and growth is widely believed to have slowed since, with Microsoft itself acknowledging that a price increase last year cost the service millions of subscribers in just a few months.

    Does Mahler’s Criticism Hold Up?

It’s worth noting Mahler’s argument isn’t airtight. Microsoft has had some genuine first-party wins on Game Pass in recent years, including Forza Horizon 6, which just launched and has already sold millions of copies, plus well-reviewed titles like DOOM: The Dark Ages and Indiana Jones and the Great Circle. According to Metacritic’s annual publisher rankings, Microsoft actually placed fifth among all publishers in 2025 based on aggregated review scores, an improvement from eighth in 2024, though still a step down from the publisher’s top ranking back in 2021, when Forza Horizon 5, Psychonauts 2, and Microsoft Flight Simulator carried the catalog.

Whether or not Mahler’s full assessment is fair, his comments are landing at a moment when Xbox’s internal struggles are already very publicly on display, and that timing alone is likely to keep this conversation going for a while.

For the original thread and Mahler’s full comments, his official X account has the complete exchange, and the official Xbox Game Pass site has the current catalog for anyone curious to judge the lineup for themselves.
