TL;DR – Quick Summary
- The Emissary is one of the longest side quests in Valor Mortis — it spans four steps across multiple chapters.
- It starts in Chapter 2 (Valley of Ashes) but cannot be completed until Chapter 8 or later.
- You need the Shield Transmutation to cross the poison gas area — you can’t get this until Chapter 8 at the University.
- Pick up the Emissary’s Seal early even if you can’t finish the quest yet — it starts the quest journal entry.
- The Emissary’s Letter is found in Chapter 5, after the Slaughtermill boss fight.
- Rewards: Perfect Copy Amber (mid-quest, Valley of Ashes camp) and a Sands of Time consumable (final step, Fortress).
Most side quests in Valor Mortis are self-contained — you find them, you finish them. The Emissary is different. It starts early, sits in your quest log for most of the game, and only becomes completable once you’ve unlocked an ability found in Chapter 8.
A lot of players get confused when they find the Emissary’s Seal and hit an immediate wall — a poison-filled area they can’t cross. This guide explains exactly what blocks you, when you can come back, and how to finish every step.

How to Start The Emissary Quest in Valor Mortis
The Emissary quest begins in Chapter 2: Regroup, in the Valley of Ashes.
From the Valley of Ashes – The Other Side Lantern, head into the area on the left. It’s filled with thick poison gas. You can push into the edge of this area briefly without dying, but you won’t get far.

Inside the poisoned section, there’s an abandoned carriage. Find it and pick up the Emissary’s Seal from the table inside. This is a key item — a seal belonging to Napoleon Bonaparte’s emissary. Picking it up starts the quest.
The quest immediately updates: something happened in that poison-covered camp, and you need to get through to find out what. But you can’t — not yet.

Why You Can’t Finish The Emissary Quest in Chapter 2
The poison gas in the Valley of Ashes camp is fatal to pass through without protection. The only thing in the game that lets you survive it is the Shield Transmutation.
The Shield Transmutation creates a protective barrier around William that blocks all incoming damage, including environmental hazards like poison and fire fields. It uses Nephtoglobin to maintain.
The problem is that you won’t unlock this ability until Chapter 8, when you explore the University. The Valley of Ashes is Chapter 2. That’s six full chapters between starting this quest and being able to progress it in the poison zone.
Don’t stress about this. Grab the Seal, note the quest in your journal, and keep playing. The quest will come back to you naturally as you progress the story. You can’t miss the Shield Transmutation — it’s found automatically during the University section.

Emissary’s Letter Location – Chapter 5 Step
Before you can return to the poison area, the quest has an update in Chapter 5: Crime, in the Vale of Wrath region.
After you defeat the Slaughtermill boss, you descend from the platform into a tunnel. Walk a short distance into the tunnel and check the ground on the right side. The Emissary’s Letter is lying there — easy to walk past if you’re rushing.
Pick it up. The letter gives you more context about the emissary’s mission and what he was sent to do in the Valley of Ashes. The quest updates again, but still can’t be completed until you have the Shield Transmutation.
This step is at the Vale of Wrath – Old Windmill Lantern.
How to Complete The Emissary Quest – Chapter 8 and Beyond
Once you’ve cleared the University in Chapter 8 and unlocked the Shield Transmutation, you can finally return to finish the quest. Here’s how each remaining step works:
Step 3 – Return to the Valley of Ashes Poison Camp
Fast travel to the Valley of Ashes – The Other Side Lantern. Equip the Shield Transmutation and use it before walking into the poison gas.
With the Shield active, you can safely pass through. Head down the hill into the hidden camp that was completely blocked before. Explore the area — you’ll find a note on the ground.
Pick up the note, then find the unusual body in the middle of the camp and interact with it. This triggers a miniboss encounter — an immortal guard protecting what’s left of the camp. Defeat it.
After the fight, an open chest nearby contains the Perfect Copy Amber.

Step 4 – Final Step in the Fortress
The quest isn’t over yet. The final step takes you to the Fortress area, which is also only accessible once you have the Shield Transmutation.
Fast travel to the Fortress – The Other Side Lantern.
In the Fortress area, find the train car blocking a path near more poison. You need to shoot the Nephtoglobin weak spot on it to open the route. If you can’t get a clean angle from the ground, climb up the nearby cliffs and aim downward toward it.
Once the path is open, use the Shield Transmutation to move through the remaining poison. Follow the route toward a blocked gate. Right there, you’ll see a piece of red cloth.
Interact with the red cloth. The Emissary quest completes. You receive a Sands of Time consumable.
The Emissary Quest – Full Step Summary
- Step 1 (Chapter 2): Valley of Ashes – The Other Side Lantern. Enter the poison area and pick up the Emissary’s Seal from the carriage table.
- Step 2 (Chapter 5): Vale of Wrath – Old Windmill Lantern. After the Slaughtermill boss, find the Emissary’s Letter on the tunnel floor to the right.

- Step 4 / Final (Chapter 8+): Fortress – The Other Side Lantern. Shoot the train car weak spot, use Shield Transmutation through the poison, interact with the red cloth to complete the quest and receive the Sands of Time.
Emissary Quest Rewards Explained
Perfect Copy Amber
The Perfect Copy Amber is found in the chest at the Valley of Ashes camp after the miniboss. This Amber increases the effective rank of all other Tier 1 and Tier 2 Ambers you currently have equipped — a passive multiplier on your existing amber setup. It’s one of the stronger late-game Ambers in the game because it compounds whatever you’re already running.
Sands of Time Consumable
The Sands of Time is a consumable item rewarded at the final step in the Fortress. It’s a rare, one-use item that you can save for the right moment.
Important Tips for The Emissary Quest
- Pick up the Seal in Chapter 2 — even though you can’t finish the quest, grabbing the Seal right away starts the quest tracker so you don’t forget about it later.
- Don’t attempt the poison crossing early — without the Shield Transmutation, you’ll just die. Wait until after Chapter 8.
- Don’t miss the Emissary’s Letter — it’s on the floor of the tunnel immediately after the Slaughtermill fight in Chapter 5. It’s easy to sprint straight past after a boss kill.
- Shoot the train car weak spot from above — if you can’t get a clean line of sight from ground level in the Fortress step, climb the nearby cliffs and aim down at the glowing spot.
- Have enough Nephtoglobin before entering the poison — the Shield Transmutation drains your Nephtoglobin bar while active. Stock up before crossing.
- The quest can be finished in one session after Chapter 8 — once you have Shield Transmutation, you can complete steps 3 and 4 back-to-back by fast-travelling between the Valley of Ashes and the Fortress.
Where The Emissary Fits in the Story
Napoleon’s emissary was sent into the Valley of Ashes on a mission. What exactly that mission was — and how it connects to the broader conspiracy William is uncovering — is revealed piece by piece through the Seal, the Letter, and what you find in the camp.
The Emissary quest is one of the few side quests in Valor Mortis that deliberately withholds its resolution until the player has earned the tools to reach it. When you finally stand in that hidden camp that’s been sealed off since Chapter 2, it hits differently.
