The prison cell is inside the main prison building in the northern part of Sinister Strip. The building sits directly opposite the large Sprite hologram structure at the POI.
Enter the building through the south gate. Once inside, look left for a staircase going both up and down. Take it all the way down to the basement level.
At the bottom you will find the locked cell door. It has electricity sparking across the bars and two red lights above it. Do not walk straight into it. The electric bars knock you back and deal damage. The door cannot be opened from here directly — you need to cut the power first.
How to Open the Sinister Strip Prison Cell — Full Walkthrough
Two red wires run away from the door in opposite directions. Each one leads to a security grid hidden in the sewer tunnels below the building. You need to deactivate both grids before the door will open.
Step 1 — Follow the Left Red Wire (North Security Grid)
Face the locked cell. Find the red wire on the left wall. Follow it down into the basement and into the sewer tunnel on the left.
Inside the tunnel, take your first right, then take the next immediate right. Look for a small vent in the wall. Crawl through it.
At the end of the vent is the North Prison Security Grid. Interact with it to shut it down. One red light above the cell door will turn green.
Step 2 — Follow the Right Red Wire (South Security Grid)
Go back to the locked cell door. Now find the red wire on the right wall. Follow it down into the other side of the basement sewer.
Take the first left. You will pass a gnome sitting in the sewer tunnel — that gnome is a useful landmark. You are on the right path.
Past the gnome, find the vent on your side. Crawl through it. At the end is the South Prison Security Grid. Interact with it to shut it down.
Step 3 — Open the Cell
Both grids are now off. Return to the cell door. The electricity will be gone and both red lights will be green. The door can now be opened.
Walk in and loot everything inside.

Does the Prison Cell Reset Each Match
Yes. The locked cell resets at the start of every new match. The security grids reactivate and the chests respawn. You can run this puzzle once per game, every game, as long as you land at Sinister Strip before other players reach the building.
If another player has already deactivated one or both grids before you arrive, the remaining grids will already be off. The cell may already be open. Check it anyway — if the door is open, the chests may still be there if no one has looted them yet.
