Persona 6 Leak Reveals Yokohama Setting, Dullahan Persona, Hex Police Force and Much More From Steam Achievements

Nobody asked for Persona 6 spoilers this early, but Steam apparently didn’t get the memo. A massive backend slip on Steam’s end has caused achievement lists for dozens of unreleased games to go public — and Persona 6 is one of the biggest victims. We’re talking setting, story details, the main character’s Persona name, new mechanics, NPC names. A lot. So if you want to go in completely blind, this is your warning to close this tab now. Everyone else, let’s get into it.

Spoiler Warning: Major potential Persona 6 story and gameplay spoilers follow. Nothing here has been officially confirmed by Atlus or Sega.

    How Did This Even Happen?

The leak originated from a bug on Steam’s end. Achievement lists that should have been locked behind private settings were left accessible through Steam’s public API. Third-party tracking sites like Exophase and SteamDB — which are designed to automatically pull publicly accessible Steam data — picked up the information and it spread fast. By the morning of September 9, the Persona 6 achievement list had already been reported on by multiple major outlets independently.

The scale of the leak is genuinely staggering. Depending on which outlet you read, somewhere between 85 and 145 unreleased games had their achievement lists exposed in one go — including Kingdom Hearts 4, Tomb Raider, and others. Persona 6 is just the one that has fans most shaken right now. Atlus and Sega have not issued any statement confirming or denying the leaked details as of writing.

Given that the leak came from Steam’s own database rather than a third-party breach or a disgruntled insider, most in the community are treating this as legitimate. Achievement data that accurate and that consistent with the game’s known theme doesn’t tend to be fabricated. Take it with a grain of salt, but the source here carries weight.

    The Setting — Yokohama

One of the first things confirmed by the achievement list is the game’s location. An achievement called “Walking the Yokohama Beat” — described as unlocking everything Yokohama has to offer — makes it pretty clear where Persona 6 is set. Yokohama is a major port city just south of Tokyo, known for its coastal atmosphere, multicultural history, and distinct visual identity.

It’s a smart choice. Persona 5 owned Tokyo so thoroughly that going back would feel like retreading ground. Yokohama has its own personality — more relaxed, more nautical, with a different energy from Shibuya and Shinjuku. It briefly appeared in Persona 5 Strikers, but only as a quick stop, so there’s no real baggage there to worry about.

    The Organization — Hex

The central faction driving the story appears to be an organization called Hex — a law enforcement group dedicated to investigating paranormal and supernatural crimes. Players apparently join Hex by signing a contract, after which the story is structured around investigating and arresting perpetrators connected to various supernatural locations.

Yes, arresting. Instead of “defeating” enemies or “resolving” Palace corruption like in Persona 5, the achievements suggest the core loop here involves actually apprehending targets — including something called Wanted Shadows. An achievement called “Crimebuster” is tied to performing 50 arrests, and another is earned by arresting a “Cat Burglar.” That’s a pretty clear thematic pivot from rebellious Phantom Thieves territory toward something more officially law-enforcement-adjacent — though the cast are still apparently teenagers, which is classic Persona energy.

    The Dungeons — Underworlds

In place of Palaces or Tartarus, Persona 6 appears to have locations called Underworlds. The leaked achievements name six of them:

    • Hellrite Stage
    • Reverie Dreamland
    • Craveheart Tower
    • Yama’s Ledger
    • Enlightenment Factory
    • Unmasked Yokohama

Each Underworld is tied to a specific perpetrator that the team needs to take down, and the game has a mechanic called “Thornbreaker” tied to destroying all thorns in a single Underworld — suggesting some kind of environmental puzzle element within each dungeon. The aesthetic range here sounds wild. Hellrite Stage, Reverie Dreamland, and Enlightenment Factory in the same game? That’s a diverse dungeon lineup if accurate.

The Main Character’s Persona — Dullahan

The main character’s starting Persona is reportedly Dullahan — the headless horseman from Irish mythology. And it doesn’t stop there. An achievement called “We Fight As One” is described as “Awakened your true Persona,” which strongly suggests Dullahan will eventually evolve or transform into a more powerful ultimate form, following the tradition of Orpheus becoming Orpheus Telos in Persona 3 or Izanagi becoming Izanagi-no-Okami in Persona 4.

Dullahan as a starting Persona is a pretty intriguing choice. The character is associated with death, omens, and judgment — all very fitting thematic territory for Persona games. A horseman without a head who can see across great distances to announce death feels tonally interesting for a game about uncovering supernatural crimes in a coastal city.

Wilhelmina — The New Velvet Room Attendant

The Velvet Room is getting a new face. An achievement called “Wilhelmina’s Sincerest Thanks” — earned by arresting 10 Wanted Shadows and reporting them to Wilhelmina — suggests she’s a recurring character tied to the Velvet Room. Fans are already drawing connections to Mina Harker from Bram Stoker’s Dracula, and combined with achievement language referencing “Bloodstruck” skills, there’s a growing theory among fans online that a vampire theme might be woven into the game in some capacity. Nothing confirms that outright, but the naming patterns are hard to ignore.

Connections — Social Links Expanded Massively

Social Links return under a new name: Connections. And they’re going bigger than ever. The achievements reference up to 80 Major Arcana Connections — compared to the 23 Confidants available in Persona 5 Royal. That is a massive jump, and it raises interesting questions about how the game will structure that many relationships without them feeling shallow. There’s an achievement for maxing out all of them and a separate one for maxing any single Connection, which suggests the system still rewards deep investment in individual relationships alongside breadth.

Romance also returns, with an achievement called “Threads Entwined” tied to finding romance. And the social stat grind is back too — “Smart Cookie” is earned by acing an exam, confirming the classic Persona rhythm of juggling school life alongside supernatural chaos.

Combat and Gameplay — What’s Confirmed

The achievements fill in a lot of gameplay details that Atlus hasn’t officially shown yet:

    • Handoffs are back — essentially the Baton Pass system from Persona 5, with an achievement for performing three in a row in a single fight.
    • Bloodstruck skills are a new combat mechanic, with an achievement tied to using one on every party member.
    • Special rounds for guns are in, suggesting elemental or status ammunition types — “Trick Shot Caller” is earned for initiating 20 battles using special rounds.
    • Persona fusion is back, with “Baby Boom” earned for conceiving 10 Personas.
    • Weapon upgrading returns — “Birth of a Mod Master” is earned for unlocking all possible upgrades on a single weapon.
    • There are references to a potential Ultimate Persona and a possible Secret Boss — both treated as endgame content.
    • The game has multiple endings, with an achievement for watching the good ending specifically.

What Does This All Mean for Persona 6?

Even setting aside the spoiler aspect, the existence of this much achievement data suggests Persona 6 is further along in development than most people assumed. Achievement lists don’t typically get registered on Steam at a very early stage. This isn’t concept art or early design documentation — it’s release-ready metadata. Whether that means a 2027 window is back on the table or not remains to be seen, especially with Persona 4 Revival also targeting 2027 and Atlus unlikely to want to cannibalize its own launch windows.

What’s clear is that the game sounds genuinely exciting. A Yokohama setting with real coastal personality, a law-enforcement twist on the Phantom Thieves formula, Dullahan as a starting Persona with an awakening arc built in, 80 Connections, and what sounds like a significant combat overhaul. If even half of this turns out to be accurate, Persona 6 has all the ingredients to be something special.

Atlus hasn’t said a word yet. Watch this space.
