Changli Overview: Who Is She in Wuthering Waves?

Changli is a 5-star Fusion Sword resonator and the counselor to Jinzhou Magistrate Jinhsi. She debuted in Version 1.1 alongside Jinhsi and has remained a strong and flexible DPS option ever since. Her combat style is built around aggressive on-field presence, aerial mobility, and a massive burst attack called Heavy Attack: Flaming Sacrifice — triggered by stacking Enflamement to its maximum of 4.

Changli is a dual-role character. She can anchor a team as the main DPS or cycle through as a hard-hitting sub-DPS who passes powerful Outro buffs to the next character. Her Outro Skill gives the incoming Fusion resonator both a Fusion DMG Amplification and a Resonance Liberation DMG Amplification, which is why she pairs so well with characters like Brant, Encore, and Lupa.

She has one of the highest skill ceilings in the game due to her swap-cancel potential. But importantly, she does not need swap-cancels to clear endgame content. At her baseline rotation without advanced techniques, she is already a strong and reliable main DPS who fits into many team compositions.

Changli Kit Breakdown: True Sight and Enflamement Explained

Everything in Changli’s kit revolves around two mechanics: True Sight and Enflamement. Here is exactly how they work.

True Sight: The Entry Point

True Sight is a temporary enhanced state that Changli enters after specific actions:

Completing Basic Attack Stage 4 (ground or mid-air)
Using her Resonance Skill
Using her Intro Skill

While True Sight is active (lasts 12 seconds), Changli’s Basic Attack is replaced by two special enhanced attacks:

True Sight – Conquest: A ground-based downward slam. Fast and energy-efficient.
True Sight – Charge: A mid-air diving strike. Deals Fusion DMG and builds Enflamement.

Using either Conquest or Charge gives Changli 1 stack of Enflamement. These are the primary stacking methods outside of her Liberation.

Enflamement: Powering the Burst

Enflamement is Changli’s Forte Circuit resource, capped at 4 stacks. She gains stacks by:

Using Conquest or Charge during True Sight (+1 stack each)
Casting Resonance Liberation, which immediately grants 4 stacks all at once

When Enflamement reaches 4 stacks, Changli’s Heavy Attack transforms into Heavy Attack: Flaming Sacrifice. This is her main damage skill — a massive AoE Fusion burst that consumes all 4 stacks and deals devastating damage in a wide area. The multiplier from Flaming Sacrifice is what makes Changli one of the hardest-hitting Fusion DPS characters in the game.

Resonance Liberation: Instant Stack Fill + Damage

Changli’s Resonance Liberation Radiance of Fealty does two things simultaneously: it deals strong Fusion AoE damage, and it instantly fills her Enflamement to 4 stacks. This means she can chain directly from Liberation into Flaming Sacrifice in every rotation, giving her two burst windows per fight phase — one from True Sight stacking and one from Liberation. Always use Liberation before Flaming Sacrifice when it is available.

Outro Skill: The Team Buff

When Changli swaps out with full Concerto Energy, her Outro Skill amplifies the incoming resonator’s Fusion DMG and Resonance Liberation DMG for a limited window. This buff is specifically valuable for Fusion DPS characters who have high-damage Liberation windows — Brant, Encore, and Lupa all benefit enormously from it.

Skill Damage Distribution

Changli’s damage output is spread fairly evenly, which is uncommon. Her Resonance Skill contributes about 37%, Forte Circuit (Flaming Sacrifice) about 23%, and Resonance Liberation about 21%. Intro Skill and Basic Attacks make up the rest. This balanced distribution means all her skills matter — neglecting any one of them is a real loss.

Best Changli Weapons in Wuthering Waves

Changli uses Swords. Her best weapons focus on Crit, Resonance Skill DMG, and Fusion DMG amplification.

1. Blazing Brilliance (5-Star Signature) – Best in Slot

Changli’s signature weapon and her definitive best-in-slot. It provides a strong Crit DMG substat and excellent ATK. Its passive — Searing Feather — stacks up to 3 times as she deals damage, each stack increasing Resonance Skill DMG. Since Resonance Skill is her highest damage contributor at 37% of total output, this weapon is a near-perfect fit. It also pairs naturally with her rapid-action playstyle since stacks accumulate quickly through her combat loop. Recommended if you plan to invest heavily in Changli long-term.

2. Emerald of Genesis (5-Star, Standard Banner)

An excellent free-to-pull alternative. Provides a Crit Rate substat, and its passive gives up to 12% Energy Regen and two stacks of 6% ATK each after using Resonance Skills. Energy Regen helps with Liberation uptime, and ATK increases both her damage and the synergy with Flaming Sacrifice multipliers. Comparable to Blazing Brilliance at moderate investment levels and much easier to obtain.

3. Lustrous Razor (5-Star, Standard Banner)

Provides Energy Regen and ATK bonuses, then buffs Resonance Liberation DMG after Resonance Skill use. A solid option for players who want more Liberation uptime but already have Emerald of Genesis for another character.

4. Commando of Conviction (4-Star)

The best 4-star option for Changli. Stacks up to 60% bonus ATK under the right conditions, making it punchy for a free weapon. A good stepping stone before obtaining a 5-star sword.

5. Sword #18 (4-Star, Craftable)

A craftable alternative that provides situational effectiveness. Not as strong as Commando of Conviction but accessible and cost-free. Works as a placeholder in early game before you have better options.

Best Changli Echo Sets in Wuthering Waves

Changli’s echo set depends on her role — main DPS or sub-DPS support. The two are clearly distinct.

Molten Rift (5-Piece) – Best for Main DPS Build

This is Changli’s best echo set for maximum personal damage. The 2-piece bonus gives a flat 10% Fusion DMG Bonus. The 5-piece effect is the important one: when Changli activates her Resonance Liberation, her Fusion DMG is boosted by 30% for a set duration. Since her Liberation both deals damage and instantly grants 4 Enflamement stacks for a follow-up Flaming Sacrifice, the Molten Rift 5-piece fires at the exact moment her biggest attacks land. The set directly amplifies both her Liberation window and her Forte burst. Use this for Changli as your primary carry.

Moonlit Clouds (5-Piece) – Best for Sub-DPS Build

If you are running Changli as a sub-DPS whose primary job is to cycle through her rotation and pass the Outro buff to a Fusion main DPS, Moonlit Clouds is the better set. Its 5-piece bonus gives a 22.5% ATK bonus to the incoming resonator for 15 seconds after Changli uses her Outro Skill. Combined with Changli’s native Outro Fusion and Liberation amplification, the incoming DPS (usually Brant or Encore) gets a massive combined buff. Use this if Changli is not your primary damage dealer.

2-Piece Molten Rift + 2-Piece Lingering Tunes – Transitional Option

A usable hybrid setup while farming for a full 5-piece Molten Rift. Gives you 10% Fusion DMG Bonus from the Molten Rift 2-piece and a growing ATK stack from Lingering Tunes 2-piece. Not as strong as full 5-piece but fine for early-to-mid game.

Best Main Echo for Changli

Nightmare: Inferno Rider – Best in Slot for Molten Rift

Nightmare: Inferno Rider is Changli’s best main echo in the Molten Rift DPS build. Equipped in the main slot, it grants 12% Fusion DMG Bonus and 12% Resonance Skill DMG Bonus. The echo skill transforms into the Inferno Rider, performing up to 3 slashes that deal significant Fusion DMG, then granting the current character a Fusion DMG and Basic Attack DMG bonus for a duration after the final slash. This echo skill fires just before Changli’s Liberation and Flaming Sacrifice window, extending her Fusion DMG during the exact period she deals the most damage. It also generates significant Resonance Energy on use.

Impermanence Heron – Best for Moonlit Clouds Build

If running the Moonlit Clouds sub-DPS build, swap to Impermanence Heron. It buffs the next character’s DMG on swap and provides additional Resonance Energy. Pairs naturally with Changli’s Outro utility role and helps cycle her Liberation faster in quick-swap team compositions.

Mech Abomination – Alternative for Lingering Tunes ATK Build

If running Lingering Tunes 2-piece for the ATK focus, Mech Abomination is a viable main echo alternative. Provides ATK bonus on activation and a bit of extra AoE damage, pairing with the ATK-stacking goal of the Lingering Tunes hybrid setup.

Best Echo Stats and Sub-Stats for Changli

Changli wants Crit, Fusion DMG, and enough Energy Regen to keep her Liberation on cooldown.

Recommended Echo Distribution

Use a 4-3-3-1-1 pattern with two Cost-3 Fusion DMG echoes. Double Fusion DMG on the Cost-3 slots outperforms other stat combinations for Changli’s kit. If you cannot get two solid Cost-3 Fusion DMG pieces, run 4-4-1-1-1 as a fallback.

Changli Skill Priority

Changli’s skill distribution is balanced, meaning all her skills matter more than for most characters. Even so, follow this upgrade order:

Forte Circuit (Top Priority) — Heavy Attack: Flaming Sacrifice is Changli’s single highest-impact burst. It falls under Forte Circuit, and its damage multiplier scales directly with skill level. Also governs Conquest and Charge during True Sight. Level this first.
Resonance Liberation — Radiance of Fealty contributes ~21% of her total damage and instantly fills Enflamement for a follow-up Flaming Sacrifice. It is also the source of her Outro buffs for the team. Second priority.
Resonance Skill — Her highest-percentage damage contributor at ~37% of total output. However, the multiplier increase per level is moderate, placing it below Forte Circuit and Liberation in priority order since those two have higher burst multiplier scaling. Still very important — level it third.
Basic Attack — Normal attacks contribute meaningfully, particularly through the True Sight enhanced attack animations and Dodge Counter. Worth upgrading after the top three.
Intro Skill — Lowest priority. Provides an Enflamement stack and entry damage, but the multiplier increase from leveling it is the smallest of all her skills.

Best Changli Teams in Wuthering Waves

Changli fits into two main team archetypes: Mono-Fusion dual-DPS teams and quickswap teams pairing her with non-Fusion DPS partners.

Team 1 (Best): Changli + Brant + Lupa

This is the premier Mono-Fusion team for Changli. Brant is her best partner — he deals heavy Fusion damage, provides healing and shields within the team composition, and his Outro buffs Changli’s Heavy Attack damage. Lupa completes the trio with her Pack Hunt ATK stacks and Glory Fusion RES shred, which amplifies all Fusion damage across the team. With all three Fusion resonators, Pack Hunt’s bonus extends to include the extra 10% Fusion DMG against bosses. An exceptionally strong composition.

Team 2: Changli + Zhezhi + Shorekeeper

A strong option for players who want Changli as the primary carry in a non-Fusion team. Zhezhi provides Resonance Skill DMG amplification through her Outro and generates Coordinated Attacks that build up buffs passively. Shorekeeper delivers Crit buffs and team healing. A clean and reliable composition that places Changli firmly as the main damage dealer.

Team 3: Changli + Encore + Verina

A dual-carry Fusion team. Encore benefits directly from Changli’s Outro — the Fusion DMG and Liberation DMG amplification align perfectly with Encore’s high-damage Liberation window. Verina handles all healing and contributes her own 15% All-Type DMG Deepen buff. Both DPS characters benefit from Verina’s ATK and damage buffs. A strong and accessible composition for players who built Encore early.

Team 4: Changli + Brant + Shorekeeper

Changli and Brant as dual Fusion carries with Shorekeeper providing Crit amplification and sustain. A premium dual-carry setup that does not require a third Fusion unit to perform at a high level. Shorekeeper‘s Crit buffs help both Changli and Brant hit harder during their burst windows.

Team 5 (Budget): Changli + Chixia + Baizhi

Chixia is the best accessible Fusion DPS for players who do not have Brant or Encore. She benefits from Changli’s Outro buffs and the team deals consistent Fusion damage. Baizhi handles healing. A reliable budget team for clearing Tower of Adversity floors while you build toward premium options.

Changli Rotation Guide

Changli’s core rotation flows around entering True Sight, stacking Enflamement, and detonating with Flaming Sacrifice. Using Liberation before the final Flaming Sacrifice in each rotation is critical for maximum output.

Standard Changli Rotation

Enter with Intro Skill (Flaming Charge) to immediately gain True Sight and 1 Enflamement stack. Also triggers the team-wide 20% ATK buff from her Inherent Skill passive for 30 seconds.
Use Resonance Skill (Tripartite Flames) to deal Fusion damage and enter True Sight (if not already active). Her Resonance Skill is her highest individual damage skill — never skip it in a rotation.
While in True Sight, use Conquest or Charge to gain Enflamement stacks. Each use gives 1 stack. Use 2–3 times to build toward 4 stacks.
Cast Resonance Liberation (Radiance of Fealty) when available. It deals AoE Fusion damage and instantly fills Enflamement to 4 stacks, eliminating the need to manually stack from here.
Immediately after Liberation, activate Heavy Attack: Flaming Sacrifice to consume all 4 Enflamement stacks for massive AoE Fusion DMG. This is your damage peak. The Molten Rift 5-piece and Nightmare: Inferno Rider buffs should be active during this window.
Activate Echo Skill (Nightmare: Inferno Rider) just before or after Liberation for the Fusion DMG and Resonance Skill DMG bonus on the following Flaming Sacrifice.
Swap out when Concerto Energy is full to trigger the Outro Skill and pass the Fusion and Liberation DMG amplification to the next Fusion character.

Pro tip: If Liberation is on cooldown, you can still reach 4 Enflamement stacks manually by chaining True Sight attacks (Conquest or Charge) after each Resonance Skill use. Fire Flaming Sacrifice whenever 4 stacks are ready, then use Liberation as soon as it comes off cooldown for the second burst window in the same rotation.

Changli Resonance Chain: Is She Worth Pulling Dupes?

Changli is a limited 5-star. Her Resonance Chain nodes provide incremental to significant damage upgrades.

S1: When Enflamement is maxed at 4 stacks, Changli gains 25% Crit Rate for 8 seconds. This is a large Crit Rate boost that activates right before Flaming Sacrifice, her biggest hit. A meaningful first dupe.
S2: Resonance Liberation Radiance of Fealty DMG is increased by 80%. A massive direct buff to her Liberation damage, boosting one of her largest single-rotation contributions. Very strong.
S3 (Best Individual Node): After casting the Intro Skill, all teammates’ ATK is increased by 20% for 30 seconds. A strong team-wide passive that fires on every rotation that starts with Changli. This is widely considered her best Resonance Chain node due to the team-wide impact.
S4: Heavy Attack: Flaming Sacrifice’s damage multiplier is increased by 50% and its DMG dealt is increased by 50%. Essentially doubles the effective output of Flaming Sacrifice. A massive jump in personal damage. Also very strong for her sub-DPS role.
S5 and S6: Resonance Skill, Heavy Attack, and Liberation gain 40% additional DEF Ignore on top of everything else. Top-end investment for maximizing damage versus high-defense enemies.

S0 Changli is very playable and perfectly capable of clearing all endgame content. S1 gives a clean Crit Rate boost that smooths out her stat requirements. S3 is the standout support-amplification node. If you want to invest in her, targeting S3 is the most broadly impactful choice.

Changli Ascension and Forte Materials

Here is everything you need to fully level and skill up Changli.

Ascension Materials (Character Level 1 to 90)

Pavo Plum x60 – Found on the Luminous Shore in Mt. Firmament, Huanglong. Grows primarily on the northwest side of the mountain in the orange-terrain area. Up to four Plums per branch cluster.
Rage Tacet Core x46 – Dropped by the world boss Inferno Rider, located in the Sea of Flames within Port City of Guixu, Huanglong.
Ring materials (Crude x4, Basic x12, Improved x12, Tailored x4) – Dropped by Exile enemies throughout Huanglong. Can also be purchased at the Jinzhou weapon shop or synthesized from lower-tier versions.
Shell Credits x170,000 – For full character ascension to Level 90.

Forte (Skill Upgrade) Materials

Sentinel’s Dagger x26 – Weekly boss drop from Jué (Sentinel Jué), located at Loong’s Crest in Mt. Firmament. Requires completing Chapter 1, Act 7 of the main questline. Maximum 3 per week.
Metallic Drip (Inert x25, Reactive x28, Polarized x55, Heterized x67) – Farmed from the Forgery Challenge: Flaming Remnants in the Sea of Flames, Port City of Guixu. Also obtainable from the Jinzhou weapon shop, souvenir store, or synthesizer.
Ring materials (additional quantities) – Same source as ascension materials above.
Shell Credits x2,030,000 – For fully upgrading all Forte Skills.

Changli Tips and Common Mistakes

Always use Liberation before Flaming Sacrifice when both are available. Liberation instantly fills all 4 Enflamement stacks and the Molten Rift 5-piece fires during the Liberation window. Using Flaming Sacrifice before Liberation wastes the buffed state and delays your second burst window.
Do not skip the Resonance Skill. At 37% of her total damage, Tripartite Flames is her most impactful single skill. Missing it in a rotation is a DPS loss comparable to skipping your Ultimate on most characters.
Enter with Intro Skill when possible. The Intro gives 1 free Enflamement stack and triggers the 20% team ATK buff from her passive. Starting with a Basic Attack instead loses both. Plan your rotations to always have Concerto available on the previous character before swapping to Changli.
Target ~120% Energy Regen. Changli needs Liberation available consistently each rotation to fill Enflamement instantly. Below 120% ER, you risk Liberation being unavailable and having to manually stack all 4 Enflamements, which costs more time and field presence.
Swap-cancels are optional. Changli has one of the highest swap-cancel ceilings in the game, but those techniques are not required for endgame content. Her baseline rotation is strong on its own. Practice swap-cancels only if you enjoy the gameplay — do not stress about them.

Is Changli Worth Pulling in 2026?

Changli remains a capable DPS option in 2026, though the meta has moved forward since her 1.1 debut. She is not the top-tier meta pick she was at launch, but she is far from obsolete. In Mono-Fusion teams with Brant and Lupa, she is still genuinely strong. Her dual-role flexibility as both main DPS and sub-DPS means she can anchor two different team archetypes depending on your roster.
