Changli is the kind of character that rewards you for actually learning her. She’s not a point-and-click DPS you can mindlessly spam — her kit has real depth, and the players who put in the time to understand her rotation consistently pull numbers that shock even veteran players. In Wuthering Waves 3.2, she’s still one of the best Fusion carries in the game, and she holds that position for a reason.
If you just pulled her or want to finally invest in her properly — here’s everything you need to know.
Who Is Changli?
Changli is a 5-star Fusion Sword resonator and a counselor serving the Jinzhou Magistrate — and Jinhsi’s mentor. She’s described as patient, perceptive, and always thinking several moves ahead. That lore absolutely matches her playstyle: deliberate, calculated, and devastating when played correctly.
Her role in combat is what the community calls a Dual DPS or Hybrid carry — she can function as both a main DPS and a sub-DPS depending on your team setup. Her Outro Skill buffs the next character’s Fusion DMG and Resonance Liberation DMG, giving her serious off-field value on top of her already strong on-field output.
She’s not the easiest character in the game — her skill factor is high, and she has more swap-cancel potential than arguably anyone else in the current roster. But here’s the thing: you don’t need to master advanced swap cancels to do well with her. Even at her baseline, Changli is more than capable of clearing all endgame content in 3.2.

How Changli’s Kit Works
True Sight and Enflamement — The Core Loop
Changli’s kit revolves around two interconnected mechanics: True Sight and Enflamement.
She enters True Sight after using her Resonance Skill, Intro Skill, or completing her Basic Attack Stage 4. While in True Sight, her Basic Attack transforms into one of two enhanced attacks:
- True Sight – Conquest (ground version)
- True Sight – Charge (mid-air version)
Using either of these grants her 1 stack of Enflamement. Her maximum is 4 stacks. Once she hits 4 stacks, she can unleash Heavy Attack: Flaming Sacrifice — her biggest damage hit and the centerpiece of her entire kit.
Here’s the shortcut that makes her rotation feel snappy: her Resonance Liberation instantly grants 4 Enflamement stacks. That means you can use her Liberation and immediately follow up with Flaming Sacrifice without needing to build stacks manually — a core part of her burst window.
Her Resonance Skill multiplier is actually her highest source of damage at roughly 37% of total output, followed closely by Forte Circuit and Liberation at around 23% and 21% respectively. That balance means no single skill is a throwaway — they all matter.
Outro Skill — Team Utility
Changli’s Outro Skill provides Fusion DMG Deepen and Resonance Liberation DMG Deepen to the next resonator on the field. This is what makes her valuable as a sub-DPS too — she amplifies whichever Fusion carry you swap into after her rotation, making the most of her short buff window.
Skill Priority
Upgrade in this order:
- Resonance Skill — Highest priority. It’s her biggest individual multiplier at ~37% of total damage and ensures her True Sight buff stays active and rotations stay smooth.
- Forte Circuit — Controls Flaming Sacrifice and is the direct payoff of her Enflamement stacks. Don’t neglect this.
- Resonance Liberation — Powers up her Coordinated Attacks and is essential for instant Enflamement generation.
- Normal Attack — Worth investing in since it contributes to getting her into True Sight quickly.
- Intro Skill — Level last, or skip entirely if you’re running her as pure support.
Best Weapons for Changli
5-Star Options
Blazing Brilliance — Best-in-Slot Her signature weapon and comfortably her strongest option. It directly improves her Crit DMG and ATK, boosts her Resonance Skill DMG through the Searing Feather passive (which stacks from dealing damage), and is tailored entirely to how her kit functions. If you have it, use it — no competition.
Emerald of Genesis The best standard banner alternative. The Energy Regen main stat helps Changli get her Liberation up more reliably, which in turn means more Enflamement windows. It’s not as damage-forward as Blazing Brilliance, but it’s a solid second place.
Stringmaster Another strong alternative if you happen to have one lying around. The ATK passive works well with her kit even if it’s not a dedicated Fusion weapon.
Ages of Harvest / Other Limited 5-Stars Most non-Phoebe-signature limited 5-stars perform similarly on Changli. If you have a strong 5-star sword from any other character, it’s worth testing — the performance gap between most of them isn’t enormous.
4-Star / F2P Options
Commando of Conviction Her best 4-star option. It buffs her stats when she casts her Intro Skill, which she does consistently in any quick-swap rotation. Great value for something you can farm.
Augment (Battle Pass) Provides Crit Rate and an ATK bonus post-Liberation. Decent enough filler while you push for 5-stars.
Best Echo Sets for Changli
Molten Rift (5-Piece) — Main DPS Pick
This is Changli’s go-to set in almost every scenario. The 5-piece bonus delivers a significant Fusion DMG increase that directly amplifies all of her core attacks, and the Resonance Skill usage ties into her kit naturally since she’s casting it every rotation anyway. The set couldn’t be better designed for her.
Run Nightmare: Inferno Rider as your main echo here. The Nightmare version buffs her Resonance Skill DMG passively, which means you don’t even need to weave the Echo Skill into her combat rotation — the bonuses apply automatically, letting you focus entirely on her ability rotation without interruption.
Alternatively, the regular Inferno Rider is also a solid main echo — it generates Energy, boosts ATK, and increases Fusion DMG bonus on top of providing some on-field damage from its active effect.
Moonlit Clouds (5-Piece) — Sub-DPS / Support Role
If you’re running Changli in a support-oriented sub-DPS role where the goal is to buff a main carry through her Outro, Moonlit Clouds is the pick. It increases Energy Regeneration, so she can cycle her Liberation faster, and boosts the ATK of the incoming resonator after her Outro fires. Pair this with Impermanence Heron as the main echo.
This setup shines when your main carry is someone like Jinhsi or Encore — characters who can fully exploit both the ATK buff and Changli’s Fusion/Liberation DMG amplification from her Outro.
Lingering Tunes (2-Piece) + Molten Rift (2-Piece)
A hybrid option that blends Fusion DMG with ATK bonuses. Not as strong as 5-piece Molten Rift for pure DPS, but workable if your echo farming has been inconsistent and you have strong pieces from both sets.
Echo Main Stats and Sub-Stats
Main Stats to Target:
- 4-Cost Echo: Fusion DMG Bonus (Nightmare: Inferno Rider or Inferno Rider)
- 3-Cost Echoes: Fusion DMG Bonus on both (double Fusion DMG 3-cost echoes is ideal)
- 1-Cost Echoes: ATK%
Energy Regen Note: Aim for roughly 120% Energy Regen to use her Liberation reliably on demand. You can reach this through sub-stats. If you’re struggling, swap one 3-cost echo for an Energy Regen main stat as a last resort — but try to hit it through sub-stats first.
Sub-Stats Priority:
- Crit DMG (target around 100–150%)
- Crit Rate (target around 60–70%)
- ATK%
- Resonance Skill DMG Bonus
- Energy Regen (to hit 120% threshold)
Best Team Compositions
Team 1: Changli + Brant + Lupa (Premium Fusion Team)
This is Changli’s top-tier team in 3.2 and one of the strongest Fusion lineups in the game right now. Brant is an excellent partner — he buffs Changli through his Outro, brings healing and shielding to keep her alive on-field, and deals respectable damage of his own while being easy to pilot. Lupa adds another layer of Fusion synergy through coordinated attacks and Pack Hunt buffs.
Run Molten Rift (5pc) on Changli, Tidebreaking Courage or Molten Rift on Brant, and Flaming Clawprint on Lupa.
Team 2: Changli + Zhezhi + Shorekeeper
A strong quickswap team that plays into Changli’s natural rhythm. Zhezhi charges up the Stellarealm and passes buffs through her Outro directly into Changli’s window, while Shorekeeper handles sustain and detonates the Stellarealm for burst damage at the right moment. Changli does her on-field rotation with Zhezhi’s passive amplification active, which makes Flaming Sacrifice hit noticeably harder.
Run Molten Rift (5pc) on Changli and Rejuvenating Glow (5pc) on Shorekeeper.
Team 3: Changli + Encore + Verina (Fusion Double DPS)
Changli acts as the primary carry who also sets up Encore through her Outro. When Changli finishes her rotation and swaps out, Encore walks into a buffed Fusion DMG and Liberation DMG window and makes excellent use of both. Verina keeps everyone healthy and provides her team-wide ATK buff.
This team is well-rounded, comfortable to play, and very consistent across different content types.
F2P Friendly Option
No Brant or Zhezhi? Run Chixia as your second damage dealer alongside Verina or Baizhi for healing. The goal is the same — charge Changli’s Forte as quickly as possible, unleash Flaming Sacrifice, then swap to Chixia to continue the damage chain. It’s not going to match premium lineup numbers, but it handles standard content well and costs nothing extra to set up.
Rotation Guide
Here’s the core rotation for Changli as main DPS:
- Start with your support (Verina, Shorekeeper, etc.) — use their skills and Liberation to fill Concerto, then swap to Changli
- Enter on Intro Skill — this immediately triggers True Sight, giving her 1 Enflamement stack
- Use Resonance Skill (Tripartite Flames) — deals damage and enters True Sight again
- Follow up with True Sight – Conquest or Charge — builds to 2 Enflamement stacks total
- Continue Basic Attack combo to Stage 4, re-entering True Sight
- Use another True Sight attack — 3 Enflamement stacks
- Another True Sight hit — 4 Enflamement stacks (max)
- Trigger Heavy Attack: Flaming Sacrifice — your main burst hit
- Cast Resonance Liberation — instantly refills 4 Enflamement stacks
- Immediately follow with another Flaming Sacrifice
- Once Concerto is full, swap out — Changli’s Outro buffs the next resonator with Fusion and Liberation DMG amplification
The double Flaming Sacrifice window (one pre-Liberation, one post) is what makes her burst phase so punishing. Keep your rotations clean and don’t waste that second hit window.
A note on swap-canceling: Changli has some of the highest swap-cancel potential in the game, and advanced players use it heavily to speed up her animations. That said, you genuinely don’t need it to clear endgame content. Standard rotations work perfectly well — don’t burn out your fingers chasing optimizations that won’t make a meaningful difference at most content levels.
Sequence Nodes — Worth Pulling?
S1 — Increases Enflamement Crit Rate by 25% for 8 seconds after gaining stacks. Solid passive boost that improves her consistency noticeably.
S3 (Best Value) — Significantly increases Heavy Attack Flaming Sacrifice’s multiplier and damage dealt. This is her best Sequence Node by a clear margin. If you’re going to pull extras, aim for S3.
S4 — Good for her sub-DPS role specifically. Useful if you plan to run her as an off-field damage dealer in rotation-focused teams.
S6 — Adds DEF ignore to her core skills, pushing her damage output significantly higher. Full investment territory.
S0 is strong enough for all current content. S3 is the sweet spot if you have the resources and want to feel the biggest individual upgrade.
Ascension and Level-Up Materials
Changli’s key open-world material is Pavo Plum, found in the Mt. Firmament area. Her boss material drops from the challenge content in Jinzhou. Max her to Level 90 before pushing into Abyssal Tower or Whimpering Wastes — the stat boost from 80 to 90 is meaningful enough that it’s worth the investment.
Stat Targets to Aim For:
- Crit Rate: ~60–70%
- Crit DMG: ~100–150%
- Energy Regen: ~120% (for reliable Liberation uptime)
- ATK: as high as possible through weapons and sub-stats
Is Changli Still Worth Building in 3.2?
Absolutely. She’s been in the game since version 1.1 and she’s still pulling weight in 3.2. That says a lot about the quality of her kit design. She hits hard, she buffs her teammates, she has incredible flexibility across team setups — and unlike some older characters, she doesn’t feel outdated.
She’s not the easiest carry to pilot, and that’s part of what keeps her relevant. Characters with a high skill ceiling tend to age better because the investment actually pays dividends. If you put in the time to learn her properly, Changli rewards you with some of the most satisfying combat in the game.
She pairs brilliantly with Brant, works alongside Jinhsi as a sub-DPS, and can flex into teams with Carlotta or Phoebe depending on what your roster needs. If she’s sitting at Level 1 and you’ve been putting off building her — 3.2 is the time.
