Cipher
The Dolosian Thief · Patron Tally · Sub-DPS & Debuffer
The World’s Greatest Thief — Stealing Damage for True DMG Detonation
Cipher is a 5-star Quantum Nihility Sub-DPS released in Version 3.3, characterized as the eccentric, coin-obsessed thief of the Dolosian people. Her design is completely unique in HSR — she doesn’t deal damage through CRIT scaling in the traditional sense. Instead, her Patron Tally mechanic has her passively recording a portion of all damage dealt to a marked enemy, then releasing that accumulated total as True Damage on her Ultimate — a damage type that completely bypasses enemy DEF and RES.
🎭 Core Mechanic: Patron Tally — Steal & Release
Cipher immediately marks the enemy with the highest Max HP as “Patron” upon entering battle. Whenever this Patron enemy is attacked by any ally, Cipher records 12% of the damage dealt as a tally. At 170+ SPD (her A2 Trace threshold), this recording rate doubles to 24%. Her Ultimate then detonates all recorded tally as True DMG — 25% hits the main target directly, 75% distributes to the main and adjacent targets as a sweeping explosion. True DMG is unaffected by DEF, RES, or DMG% bonuses — it is pure, unamplified damage that scales with how much damage your team dealt while the tally built up.
⚡ The 170 SPD Threshold — Mandatory Build Requirement
Cipher’s A2 Trace (Empyrean Strides) grants conditional bonuses based on her SPD. At 140 SPD: +25% CRIT Rate, tally records at 150% rate. At 170 SPD: +50% CRIT Rate, tally records at 200% rate (double recording). Missing the 170 SPD threshold cuts her damage recording in half — making it the most critical build target she has. Her A6 Trace provides +100% CRIT DMG and a 30% Vulnerability debuff on all enemies she hits, adding meaningful team amplification. Her Skill hits enemies for DEF reduction and causes her follow-up attacks. Never build Cipher below 170 SPD — all other stat decisions are secondary to this threshold.
As a Nihility character, Cipher fulfils Acheron’s requirement for Nihility allies while also providing the debuff stacks Acheron’s Slashed Dream mechanic needs. In Feixiao teams, her fast Follow-Up Attacks and constant debuffs fuel Feixiao’s Ultimate counter while providing DEF shred. She is a premium support-damage hybrid that unlocks strong synergies with multiple meta carries simultaneously.
Best Light Cones
Lies Dance on the Breeze
⭐⭐⭐⭐⭐ Signature · Best-in-SlotCipher’s purpose-built Light Cone. Grants +18% SPD — dramatically easing the 170 SPD threshold, potentially reaching it without any SPD substats. On every attack, inflicts Bamboozle: a 24% DEF reduction debuff. At 170+ SPD, additionally inflicts Theft: an 8% DEF reduction on top. Total 24+8 = 32% DEF shred from the Light Cone alone, refreshed constantly via her Follow-Up Attacks. The DEF reduction is uniquely consistent — unlike Pela which applies on Skill use, Cipher’s signature reapplies on every single attack and FUA, providing essentially 100% DEF debuff uptime. This makes her an exceptional partner for Acheron who needs frequent debuff stacking.
Patience Is All You Need
⭐⭐⭐⭐⭐ Strong AltKafka’s signature — excellent alternative for Cipher. Provides SPD (helping reach 170 threshold) and stacking DMG% bonuses from attacks and Follow-ups. The SPD increase makes it one of the better alternatives for maintaining the critical 170 SPD threshold without relying purely on substats. Adds a small DoT component that contributes minor additional damage. Competitive option if you own this from Kafka’s banner.
Incessant Rain
⭐⭐⭐⭐⭐ Debuffer AltProvides +12% DMG taken by enemies via Vulnerability debuff after attacking — a team-wide amplifier similar to Cipher’s own A6 Vulnerability. Strong for teams where the Vulnerability stacks multiplicatively. Does not provide SPD, so requires SPD substats to hit 170 independently. Better for overall team damage amplification than personal damage; recommended when signature is unavailable for debuff-focused compositions.
Resolution Shines as Pearls of Sweat
⭐⭐⭐⭐ Acheron Teams · Battle PassMandatory for Cipher in Acheron teams without her signature LC. Provides +16% DMG and inflicts Vulnerability on targets, giving enemies a 10–16% increased DMG taken debuff. The Vulnerability triggers frequently via Cipher’s FUAs and attacks, creating near-constant debuff uptime for Acheron’s Slashed Dream stacking. Critical note: this LC cannot reapply the debuff if it’s already active — coordinate with Cipher’s attack timing. Best at S5 (fully superimposed) for maximum Vulnerability uptime.
Eyes of the Prey
⭐⭐⭐⭐ F2P OptionProvides Effect Hit Rate and DMG% for Nihility characters. Effect Hit Rate helps ensure Cipher’s debuffs (Skill DEF reduction) apply consistently, which is especially important in Acheron teams where debuff application timing matters for Slashed Dream stacks. EHR is particularly needed if running without the signature LC and targeting EHR substats feels constraining. Usable as a free transitional option before obtaining better alternatives.
💡 Light Cone Priority
Signature is Cipher’s biggest quality-of-life upgrade — the +18% SPD solves the 170 SPD threshold almost automatically, letting you focus relic substats on CRIT DMG and ATK rather than pure SPD. However, Cipher is functional without it. For Acheron teams without the signature: Resolution Shines as Pearls of Sweat at S5 is essential. For Feixiao/follow-up teams: Patience Is All You Need or Incessant Rain work well. The signature Light Cone also has high value on other Nihility characters (Silver Wolf, Black Swan), making it a more universally useful investment than most signatures.
Best Relics & Ornaments
🥇 4-Piece: Pioneer Diver of Dead Waters (Sub-DPS Build)
Best for personal Sub-DPS output. Cipher consistently applies multiple debuffs on enemies — her Skill DEF reduction, her A6 Vulnerability, her Light Cone Bamboozle/Theft (with signature), and the team’s own debuffs. This means 3+ debuffs is easily maintained in most fights, enabling the 12% CRIT DMG boost with the 100% doubling active almost constantly. Her personal CRIT DMG on the True DMG Ultimate is significant — Pioneer directly amplifies the primary damage burst she delivers each cycle.
🥈 2+2 Speed Build: Messenger + Sacerdos’ (Debuffer/Speed Build)
Best for reaching 170+ SPD comfortably without relying on substats. Combined 12% SPD from the two 2-piece sets makes hitting the 170 SPD threshold dramatically easier. This sacrifices some personal damage versus Pioneer but ensures the double-recording A2 Trace is active — which is a larger overall DPS gain than the personal damage boost. Use this setup when your SPD substats are insufficient to reach 170 with Pioneer pieces. Also allows reaching 200+ SPD for ultra-fast rotations where Cipher acts 3 times per 150 Action Value.
🥉 4-Piece: Eagle of Twilight Line (Pure Speed Build)
Enables aggressive Ultimate cycling — the 25% action advance after each Ultimate means Cipher can use her Ultimate, then act again much sooner for the next tally cycle. At high SPD (160+), this creates Cipher acting 3 times per 150 AV effectively. Best for teams where Cipher’s Ultimate detonation timing is important (e.g., timed around boss phase transitions or specific windows). The 2-piece Wind DMG bonus is wasted on Cipher who deals Quantum/True DMG, making this purely a speed-cycling play.

📊 Main Stats & Target Values
| Slot | Best Stat | Note |
|---|---|---|
| Head | HP (fixed) | SPD and CRIT substats focus |
| Hands | ATK (fixed) | ATK% and SPD substats ideal |
| Body | CRIT Rate % or EHR | CRIT Rate if using Sub-DPS build. EHR body if Acheron teams (cap debuff chance) |
| Boots | SPD | Always SPD — must reach 170 threshold. Never compromise this slot |
| Sphere | Quantum DMG % | ATK% acceptable alternative |
| Rope | ATK % or Energy Regen | ATK% for damage. ERR for faster Ultimate cycling (especially in Feixiao teams) |
⚡ Critical Build Notes
170 SPD is non-negotiable. Cipher at 169 SPD does 50% less tally recording than at 170. Always verify you hit 170 before checking other stats. With the signature LC (+18% SPD), a base ~145 SPD character will reach ~171 in combat. Without it, you need significant SPD substat investment or 2-piece SPD relic sets.
For Acheron teams: invest in Effect Hit Rate. To reliably apply debuffs for Acheron’s Slashed Dream stacks, you need ~39% EHR for 120% base-chance effects (signature LC Bamboozle) and ~67% for 100% effects. Consider EHR Body piece in Acheron teams. In non-Acheron teams, EHR is less critical since FUA debuffs apply naturally.
Do NOT chase CRIT Rate excessively. Cipher’s A2 Trace at 170 SPD already grants +50% CRIT Rate — you only need ~40–50% from gear to reach near-100%. Invest those relic slots into CRIT DMG and ATK% instead for higher True DMG bursts.
Trace Priority
- Ultimate (Patron’s Grand Finale) — Directly controls the multiplier of the True DMG detonation. Each level increases the percentage of tally released as True DMG to primary and adjacent targets. Since the entire Patron Tally mechanic culminates in the Ultimate explosion, max level Ultimate delivers the largest personal damage upgrade per material spent.
- Talent (Coin Flip Follow-Up) — Governs Cipher’s Follow-Up Attack damage and frequency. Her FUAs trigger once per turn, fueling tally recording on the Patron, generating attack count for Feixiao’s Ultimate, and applying debuffs for Acheron’s Slashed Dream. Higher Talent level = stronger FUAs = more tally and more debuff applications per cycle.
- Skill (Dolosian Mark) — Applies DEF reduction on the target and deals initial Quantum DMG. The DEF reduction magnitude increases with Skill level. For Acheron teams, this is especially important as a reliable debuff source every time Cipher uses it. Also relevant for triggering the subsequent FUA sequence.
- Basic ATK — Lowest priority. Cipher ideally never uses Basic ATK beyond SP-positive scenarios. Her rotation focuses on Skill and Ultimate, with FUAs triggering passively. Level only after all other abilities are maxed.
🔑 Bonus Traces Deep-Dive
A2 — Empyrean Strides (Most Important Trace): At 140 SPD: +25% CRIT Rate, 150% recording rate. At 170 SPD: +50% CRIT Rate, 200% recording rate. This trace is why 170 SPD is mandatory — at 170 SPD, Cipher’s tally fills at twice the rate, doubling her Ultimate’s damage potential. Unlock and max this ASAP.
A4 — 300 Rogues: Cipher records 8% of non-True DMG dealt to ALL enemies (not just Patron) by her allies. This extends recording to AoE fights and targets outside the primary mark, improving tally accumulation when fighting multiple enemies in Pure Fiction and multi-wave content.
A6 — Sleight of Sky: Grants +100% CRIT DMG to Cipher and causes all enemies she hits to receive +30% increased DMG from all sources (Vulnerability debuff). The 30% Vulnerability on enemies she attacks is a powerful team amplifier — particularly valuable for burst-window compositions with Acheron or Feixiao where all damage concentrates at once.
Eidolons
The Rogue’s First Lesson
Cipher’s recorded DMG is increased by 150% of the original value, and when using a Follow-up ATK from her Talent, increases Cipher’s ATK by 80% for 2 turns. The ATK buff during FUA windows significantly boosts her personal damage and feeds back into the tally recording calculation. A solid quality-of-life improvement, especially for teams where FUA frequency is high (Feixiao compositions).
The Thief’s True Calling
When Cipher hits an enemy, there is a 120% base chance to cause them to receive 30% more DMG for 2 turns. This stacks with her A6 Vulnerability for potentially 60% increased DMG taken — a massive multiplicative amplifier for the entire team, not just Cipher. For Acheron teams specifically, E2 Cipher enables her to consistently apply the debuffs Acheron needs on every hit, dramatically improving Slashed Dream stack generation. Frequently recommended as more impactful than her signature Light Cone for Acheron synergy.
The Cat’s Comfortable Corner
After resetting the record by using Ultimate, returns 20% of the reset record value as a starting tally for the next cycle. This means each new tally cycle begins with 20% of the previous cycle’s total pre-banked, reducing the warm-up time for the next Ultimate. Particularly valuable in sustained fights where Cipher uses her Ultimate multiple times, as each cycle gets a meaningful head-start.
The Heist Mastermind
Increases the DMG dealt by Follow-up ATKs from her Talent by 350% and records an additional 16% of non-Overflow DMG from these attacks. E6 transforms Cipher’s FUAs from moderate damage to devastating hits that simultaneously fill the tally faster. Her personal damage ceiling at E6 rivals dedicated DPS characters, while still providing all debuff and team amplification utility. Reserved for players deeply invested in Cipher as a permanent roster staple.
💰 Eidolon vs Signature — What to Prioritize?
For Acheron teams: E2 provides more value than the signature LC — the additional Vulnerability stacking is what Acheron needs most. Pull order: E0 → Signature LC (or skip) → E2 for Acheron optimization.
For Feixiao/general teams: Signature LC first for the SPD and constant DEF shred. Then E1 for the ATK buff during FUA windows.
E0 is fully competitive. Cipher’s base kit provides enough value for all endgame content. E2 is the most impactful upgrade for Acheron synergy specifically.
Best Team Compositions
Cipher shines in teams that hit the marked Patron enemy frequently — every hit adds to her tally. Fast-acting teams with many attacks per turn maximise the recording rate. Her debuffs benefit ATK-scaling DPS more than Break or DoT DPS.
🌸 Acheron Nihility Core
Acheron requires 3 Nihility allies for full Slashed Dream DMG buff activation (or 2 with her signature LC). Cipher fills the Nihility slot while also being a strong debuff applicator — her frequent attacks and FUAs stack multiple debuff instances on enemies each turn, fueling Acheron’s Slashed Dream accumulation faster than most alternatives. Jiaoqiu provides powerful Ashen Roast stacks and debuffs, creating a dual-debuffer core that rapidly maximizes both Acheron’s stacking mechanic and Cipher’s Patron Tally simultaneously.
With Cipher’s signature LC applying Bamboozle and Theft on every attack, combined with Jiaoqiu’s debuffs and Acheron’s own Slashed Dream triggers, this team reaches maximum Nihility debuff stacking speed. Note: Cipher without her signature LC requires ~67% EHR to reliably apply Resolution Shines debuffs every hit — an important investment consideration for Acheron teams.
🦅 Feixiao Follow-Up Supercarry
Cipher’s absolute best context — this team is a Follow-Up Attack machine. Feixiao‘s Ultimate requires a counter of FUA actions to charge; Cipher adds one Follow-Up Attack per turn to that count, accelerating Feixiao’s burst window. Robin advances all ally actions and buffs ATK universally, creating cascading FUA triggers. Every attack in this team hits the Patron, building Cipher’s tally at extraordinary speed while simultaneously fueling Feixiao’s Ultimate counter.
Cipher’s DEF shred from her signature or Skill provides the penetration edge Feixiao’s single-target damage needs. Unlike Jiaoqiu/Topaz alternatives, Cipher provides both the FUA contribution and the DEF reduction simultaneously, making her an efficient dual-role unit in this team. Aventurine provides CRIT Rate buff via his shield passive and is the preferred sustain for pure single-target FUA teams.
🏹 Archer Quantum Hypercarry
Archer‘s Circuit Connection chain of 3–5 consecutive Skills deals massive concentrated damage on the Patron-marked target each turn, building Cipher’s tally to enormous levels within a single burst sequence. Each Skill hit in Archer’s chain records into the tally — and with 5 Skills at 360%+ ATK multipliers, the tally explodes rapidly. Cipher’s A6 Vulnerability (+30% DMG taken) amplifies every Skill in the chain multiplicatively.
Sparkle provides SP batteries and CRIT DMG buff for Archer’s chain while Cipher contributes DEF shred and debuffs. After Archer’s turn depletes the Patron’s tally, Cipher detonates with True DMG — avoiding the hit that wasted potential on enemy recovery frames. This “record then detonate” timing creates devastating burst combinations.
⚗️ Dr. Ratio Single-Target
Dr. Ratio benefits from teams with many debuffs on enemies — each additional debuff above 3 grants him extra FUA triggers. Cipher provides multiple debuffs (Skill DEF reduction, A6 Vulnerability, signature LC Bamboozle), and Silver Wolf adds Weakness implant and additional debuffs. Together this team maintains 5–6 debuffs on the Patron consistently, triggering Dr. Ratio’s FUAs at maximum rate while filling Cipher’s tally with every Ratio attack, skill, and FUA. A strong F2P-accessible composition requiring no limited carries beyond Dr. Ratio.
🆓 F2P Accessible
Cipher’s value extends to any team that benefits from her Vulnerability debuff and tally explosion. Asta provides SPD buffs that can help Cipher reach or maintain 170+ SPD in combat (especially useful without the signature LC), and her ATK% buff amplifies the DPS’s output while recording feeds Cipher’s tally. Pela contributes DEF shred that stacks with Cipher’s own DEF reduction for a combined penetration advantage. Any DPS who hits the Patron frequently (even standard banner characters like Gepard, Himeko, or Dan Heng) benefits from the 30% Vulnerability debuff and True DMG finish from Cipher’s Ultimate.
