As of HSR 4.0, Gallagher holds S+ Tier status as the most versatile, SP-generous, and Break-compatible sustain unit available to all players at no gacha cost.
What makes Gallagher exceptional is his triple identity: he is simultaneously the best SP generator among all sustain units (his Ultimate grants him a free immediate action, turning him SP-positive), a consistent debuffer (his Besotted state increases Break DMG taken and heals allies on every attack), and a Break Effect scaling healer (Novel Concoction converts BE into Outgoing Healing bonus at a 2:1 ratio, up to +75% at 150% BE). Unlike most healers who require SP to heal their team, Gallagher’s rotation primarily uses Basic Attacks to generate SP for the team while his Ultimate and Nectar Blitz do the bulk of healing and debuffing work — making him the rarest of units: a healer who makes the whole team faster and more powerful just by existing.
Why Is Gallagher S+ Tier?
SP (Skill Points) are the resource every team is always hungry for. Most healers consume SP to heal — Gallagher primarily generates it. Here’s the full SP economy breakdown:
Gallagher’s Ultimate inflicts Besotted on all enemies for 2 turns (3 at E4). Besotted does two things simultaneously:
- Healing trigger: Every time any ally attacks a Besotted enemy, that ally restores HP equal to Gallagher’s Talent’s heal value. This is off-turn passive healing — Firefly, HTB, Ruan Mei, all recover HP by simply attacking. In high-hit-rate teams (Break teams, FUA teams), Besotted generates dozens of individual heal procs per cycle without Gallagher doing anything after the Ultimate.
- Break DMG amplification: Enemies in Besotted state take increased Break DMG — this stacks additively with other Break DMG amplifiers (Lingsha’s Befog, Firefly’s Signature Routed debuff) to multiply total Break and Super Break DMG output across the entire team. Gallagher effectively serves a similar role to Lingsha’s Befog mechanic — but for free.
- Technique opener: At battle start, Gallagher’s Technique inflicts Besotted on all enemies before the first turn — meaning the Break DMG amplification and passive healing apply from the very first attack of the fight, without waiting for his Ultimate to cycle.
Nectar Blitz (Enhanced Basic Attack): After using Ultimate, Gallagher’s Basic Attack upgrades to Nectar Blitz — dealing 250% ATK Fire DMG (2.5× his normal Basic), reducing the target’s ATK by 15% for 2 turns, and triggering the Besotted heal for all allies when hitting a Besotted enemy. Net SP cost: 0 (Skill spent 1 SP, but the next Basic Attack recovers +1 SP immediately). Why it’s #1: Gallagher is the objectively best holder of Quid Pro Quo in the entire game — multiple sources including Mobalytics and Prydwen specifically note this. QPQ restores 8 Energy per turn to the ally with the lowest current Energy. Since Gallagher uses his Ultimate frequently and cheaply (60 Energy cost + 100% action advance), he cycles QPQ’s trigger more often than any other sustain unit. Every trigger delivers free Energy to whoever needs it most — typically the main DPS or primary support recovering from their Ultimate.
In a Firefly team: QPQ energy gift accelerates Firefly’s Combustion, HTB’s Super Break buff refresh, and Ruan Mei’s RES PEN uptime simultaneously. The RNG caveat exists (lowest Energy ally is random) but in most endgame teams with 3 energy-hungry characters, QPQ consistently targets a relevant recipient. The energy accumulation effect is “generally best-in-slot for him, as not just Damage Dealers, but many Support units highly appreciate extra Energy,” per Mobalytics. Scent Alone Stays True

The Premium Option: Lingsha’s signature is technically Gallagher’s highest raw performance LC when he is the holder — providing +60% Break Effect (reaching the Novel Concoction 150% cap with ease) and inflicting Woefree on all enemies after each Ultimate: +10% DMG taken (+8% extra at 150%+ BE = +18% total increased DMG taken at S1). The Woefree DMG amplification debuff stacks alongside Besotted — both applying increased damage taken simultaneously for the team.
Key nuance: Gallagher benefits from Scent Alone Stays True more than Lingsha does in many scenarios (Gallagher’s frequent Ultimates give better Woefree uptime than Lingsha’s slower cycle). However, pulling Lingsha’s signature specifically to give it to a 4-star character is an inefficient investment for most players. This is an option for players who already own the LC from Lingsha’s banner. If you have it, equip it on Gallagher over Lingsha for higher Woefree uptime — otherwise, Quid Pro Quo provides superior team support value at zero cost.

The Outgoing Healing bonus stacks with Gallagher’s Novel Concoction conversion for enhanced total healing output. The energy gift to all allies is less targeted than QPQ (QPQ gives to the lowest-Energy ally; Post-Op gives to everyone regardless) — weaker in energy-hungry teams but more predictable in teams where all allies cycle energy roughly simultaneously. SP-Generation Niche: After Gallagher uses Basic Attack, his next action advances forward by 12–20% (at S1–S5) — effectively functioning as a SPD boost specifically for Basic Attack–heavy rotations. KQM highlights this LC: “Multiplication is an essentially a Speed boost for Gallagher, as he will most of the time use Basic Attack.” With Gallagher’s SP-positive rotation (primarily Basic Attacks + Ultimate), Multiplication compounds his action advance frequency — more actions = more Basic Attacks = more SP generated.
Notably, KQM states: “If using Multiplication, a Break Effect rope can be used without losing Ultimate frequency” — the extra advance from Multiplication compensates for not running an ERR rope, freeing the rope slot for BE% while maintaining fast Ultimate cycling. Strong if you want to maximise SP generation over energy support. Available from events.
What Is Real?
⭐⭐⭐⭐ Best Pure Break Effect F2P LCBreak Effect Stat Stick: Provides +24–48% Break Effect (S1–S5) — directly pushing Gallagher toward the 150% Novel Concoction cap for maximum Outgoing Healing bonus. Also restores a small amount of HP after each Basic Attack, contributing to Gallagher’s self-sustain. At S5 (48% BE), What Is Real? is a meaningful portion of the 150% BE target from the LC alone. Available from the endgame mode shop (Forgotten Hall/Memory of Chaos currency). The face of Gallagher is on this LC — fitting, and it does exactly what he needs: Break Effect for the Novel Concoction conversion.
Night of Fright
⭐⭐⭐⭐⭐ Huohuo’s Sig — Healing BuffWhen Healing Is Priority: Huohuo’s signature provides +12% ERR, and when any ally uses their Ultimate, the ally with the lowest HP is healed and gains stacking ATK% (up to 5 stacks × 2.4% ATK). In teams where allies use Ultimates frequently, Night of Fright generates consistent HP floor recovery and ATK stacks — competitive with QPQ in some compositions. However, for Gallagher’s core function (SP engine + Besotted debuffer), the Outgoing Healing focus of Night of Fright is less impactful than QPQ’s energy battery or Scent Alone’s Woefree debuff. Use if you own it and need enhanced healing output specifically.
KQM’s analysis provides precise guidance: “If using [QPQ or energy-generating LCs], an ERR rope should be used to take advantage of it — unless the LC is S5 Post-Op Conversation. If using Multiplication, a BE rope can be used without losing Ultimate frequency.” In practice: run ERR rope with QPQ for 4-turn Ultimate cycles (maximum energy support for the team). Run BE% rope with Multiplication for maximum Break Effect and SPD-compensation. With no energy-generating LC (What Is Real?), ERR rope enables 4-turn Ultimates while BE% rope extends to 5-turn Ultimates — acceptable for teams with lower energy requirements.

4-Piece Cavity Relics
Why It’s #1: Watchmaker’s 4-piece is the single most team-amplifying relic available to Gallagher. When he uses his Ultimate (which he does frequently thanks to cheap 60 Energy cost + 100% advance cycle), the entire team immediately gains +30% Break Effect for 2 turns — pushing Firefly, HTB, Ruan Mei, and Gallagher himself closer to their respective Break Effect thresholds. For Firefly, this 30% team-wide BE buff can be the difference between reaching 360% BE (Module β maximum) mid-fight without heavy personal relic investment. In Super Break teams, this is equivalent to a team-wide DPS buff on every Gallagher Ultimate cycle. The 2-piece’s +16% BE also contributes to Gallagher’s Novel Concoction cap. KQM and Prydwen both recommend this as the standard relic for Gallagher in Break teams.
When to Use: The +10% Outgoing Healing stacks with Novel Concoction’s conversion bonus (total +85% at 150% BE + this set) for the highest raw healing Gallagher can achieve. The free Skill Point at battle start enables Gallagher to use Skill on Turn 1 (cleanse + heal an ally) without SP cost — extremely useful in content with status effects that apply on the first enemy action. Best in teams where raw healing reliability is the priority over team Break Effect support — particularly non-Break FUA teams (Feixiao, Acheron, Dr. Ratio) where Watchmaker’s 30% BE team buff provides less value.
When to Use: Loses Watchmaker’s powerful 4-piece team BE buff but provides the highest raw Break Effect from relic sets (+32%). Useful when you have excellent individual piece rolls from both sets and want to maximise Gallagher’s personal BE total for his own Toughness reduction and Break DMG contribution — particularly in content where the 4-piece team buff timing is less useful. Also a strong transitional option while farming Watchmaker 4-piece.
When to Use: When high-quality 4-piece Watchmaker pieces are hard to roll with good substats and you have better individual pieces from two different sets. These 2+2 combinations are competitive with Watchmaker 4-piece in teams where the 4-piece team BE buff is less impactful (non-Break teams). Use without hesitation as a transitional setup.
Planar Ornaments
Why It’s #1 in Break Teams: In Firefly teams, enemies frequently have Fire Weakness (either naturally or from Firefly’s Enhanced Skill application) — making Forge’s +40% conditional BE active on most of Gallagher’s attacks. Combined with Watchmaker 2-piece (+16% BE), Thief 2-piece substats, and What Is Real? or Scent Alone Stays True, reaching 150% BE (the Novel Concoction cap) is trivially achievable. The SPD +6% also contributes to faster Ultimate cycles. Approximately the most-used ornament for Gallagher in Break teams according to Prydwen data.
When to Use: In non-Break FUA teams (Feixiao, Robin, Acheron, Dr. Ratio) where Forge’s Fire Weakness condition is less reliably met and team CRIT DMG amplification is more impactful than Break Effect. The +10% CRIT DMG to all allies requires Gallagher to have 30%+ Effect RES in combat — achievable through Effect RES substats and E1’s +50% Effect RES at battle start. A strong choice for FUA and CRIT-scaling team compositions. Also provides the Effect RES needed for debuff protection in content with heavy status ailments.
When to Use: Provides unconditional +36% BE (at 145+ SPD) without the Fire Weakness requirement of Forge — making it more reliable in non-Fire-weakness content. The 145 SPD threshold is easily met with SPD boots and a few SPD substats. A competitive alternative to Forge in content where enemy Fire Weakness is unreliable, and an excellent transition ornament before farming Forge.

- SPD — Gallagher’s most impactful substat. Every SPD point means more Basic Attacks (more SP for the team), more Ultimate cycles (more Besotted uptime + more QPQ Energy triggers), and more Nectar Blitz healing procs. KQM explicitly prioritises SPD first. Run SPD boots and add SPD substats until reaching comfortable breakpoints (134+ baseline; 143+ for higher investment).
- Break Effect% — Push toward the 150% Novel Concoction cap. With Forge ornament (+40% conditional), Watchmaker 2-piece (+16%), and the right substats, reaching 150% requires only a moderate number of BE% substat rolls. After the 150% cap, additional BE improves Break DMG output (not healing) — still useful in Break teams but lower priority than SPD.
- Effect RES — KQM recommends reaching 100% Effect RES in combat to prevent all debuffs from landing. Gallagher needs to keep acting to heal — any CC (Freeze, Imprisonment) that stops his actions is catastrophic. E1’s +50% Effect RES at battle start helps significantly. Prioritise Effect RES substats until reaching the content-appropriate threshold.
- HP% — Scales the Talent passive healing per Besotted proc. More HP = more healing per attack from allies against Besotted enemies. Fill remaining substat slots with HP% after SPD, BE, and Effect RES thresholds are met. Gallagher’s healing doesn’t primarily come from HP scaling (unlike Huohuo/Luocha who scale heavily with HP), but it contributes meaningfully.
- DEF% — Gallagher needs to stay alive to heal the team. DEF% improves his personal survivability in content with strong single-target attacks targeting the healer. Lower priority than offensive support stats but worth noting for very high-difficulty content.
Trace Priority
- Skill — “Special Brew”
Higher Skill levels dramatically increase the fixed HP restoration amount — from small amounts at Level 1 to 1,600 HP at Level 10 (a meaningful difference). Since Gallagher’s Skill is his only active single-target emergency heal (all other healing is passive from Besotted or Nectar Blitz), maximising its output ensures the emergency heal is actually capable of saving an ally from critical situations. Upgrade first — every level matters for the emergency heal ceiling. - Talent — “Tipsy Rumble”
Higher Talent levels increase the HP restored per Besotted proc — the passive healing that fires on every ally attack against a Besotted enemy throughout the entire fight. In high-action teams (Firefly’s Enhanced Skills, HTB’s attacks, Ruan Mei’s actions), the Talent proc fires dozens of times per cycle — each level increase compounds across all those procs. Second priority alongside Skill during initial investment. - Ultimate — “Champagne Etiquette”
Higher Ultimate levels increase the AoE Fire DMG dealt and the Break DMG amplification from Besotted. The Besotted Break DMG increase % scales with Ultimate level — more levels = enemies take more Break and Super Break DMG when Besotted. Third priority — after Skill and Talent are invested, upgrading Ultimate improves both his offensive contribution and the team’s Break DMG output through Besotted’s amplifier. - Basic Attack — “Corkage Fee”
Fourth priority. Higher Basic Attack levels increase Nectar Blitz’s 250% ATK multiplier slightly and the Fire Toughness reduction of attacks. The SP generation (+1 per Basic) doesn’t scale with level. Upgrade after other traces are at comfortable investment levels. Note: Basic Attack maximum level is 6 for Gallagher (not 10 like other traces) — it caps early and costs less to max.
A4 — “Novel Concoction”: Gallagher’s most important passive trace — converts Break Effect into Outgoing Healing Bonus at 2:1 ratio (max +75% at 150% BE). This trace is the reason Gallagher builds Break Effect instead of pure HP/Healing stats. Without it, Gallagher is a mediocre healer. With it, every BE% roll becomes simultaneously a healing stat and a Break contribution. Unlock immediately.
A6 — “Champagne for the Road”: When Gallagher uses Nectar Blitz (Enhanced Basic Attack) on a Besotted enemy, the Talent’s HP restoration effect triggers for all allies (not just the attacked ally). This transforms the Nectar Blitz from a single-target heal + Besotted proc into a full-team heal in one action. Without A6, Nectar Blitz only heals the target of the attack — with A6, it becomes a full-team heal broadcast simultaneously. The most impactful combat trace for Gallagher’s practical healing output. Unlock second.
A2 — “Pep Boost”: At the start of battle, Gallagher regenerates 20 Energy and gains +50% Effect RES. The free 20 Energy at battle start (1/3 of his Ultimate cost) accelerates his Turn 1 Ultimate timing significantly — critical for applying Besotted before the first enemy action in tough content. Combined with Technique (which applies Besotted before battle), A2’s energy enables Turn 1 Besotted refresh immediately, maintaining full Break DMG amplification from the very start.
Best Team Compositions
🍸 Classic Super Break Core
The iconic Firefly Break team — Gallagher’s most historically dominant composition and one of the most played teams in HSR’s endgame since Version 2.2. Every unit has a precise role:
Gallagher’s contribution: Besotted Break DMG amplification debuff on all enemies (stacks with Super Break), passive team healing from every Firefly Enhanced Skill and HTB attack, SP generation keeping HTB’s Skill uptime high, Watchmaker 4-piece granting the whole team +30% BE per Ultimate, and Nectar Blitz’s 15% ATK reduction on the boss reducing incoming damage. In this team, Gallagher is simultaneously healer, debuffer, team buffer (via Watchmaker), and SP engine.
Forge of the Kalpagni Lantern is standard for Gallagher here — Firefly’s Enhanced Skill applies Fire Weakness to enemies, ensuring the +40% conditional BE is active. QPQ as LC feeds Energy to Firefly (toward Combustion), HTB (toward Super Break buff), and Ruan Mei (toward RES PEN uptime) in sequence. This team may run Lingsha instead of Gallagher for AoE content — but Gallagher’s SP-positive economy makes him the default choice for SP-hungry HTB rotations.
🍸 Firefly + Fugue + Gallagher
An updated Break team variant using Fugue as the Break enabler instead of Harmony Trailblazer. Fugue provides independent Super Break DMG, Weakness Break extension, and Break Effect buffs — making Firefly’s personal DPS peak higher than the standard HTB variant. Gallagher slots in identically to his HTB role: Besotted debuff, SP generation, Watchmaker team BE buff.
The key difference with Fugue: the team becomes more Break-Effect-intensive for everyone (Fugue rewards higher BE investment), and Gallagher’s Watchmaker 4-piece buff becomes even more valuable — pushing both Firefly and Fugue toward their respective BE thresholds simultaneously. Gallagher’s Quid Pro Quo provides Energy to Fugue and Ruan Mei, accelerating their buffs. This team edges out standard HTB in single-target Apocalyptic Shadow boss phases where Fugue’s personal contribution is higher.
🍸 Gallagher + Acheron — Debuff Counter
Gallagher’s most powerful application outside Break teams — he fits naturally into Acheron teams as the sustain because his debuff mechanics synergise directly with Acheron’s Slashed Dream stacks. Acheron charges her Ultimate by inflicting or receiving debuffs — Gallagher’s Besotted state counts as a debuff on the enemy, contributing 2 Slashed Dream stacks per cycle when applied via Ultimate.
Prydwen specifically notes: Gallagher “makes for a fantastic pairing with characters who rely on having enemies affected by debuffs, such as Dr. Ratio and Acheron, and he even helps offset the requirement for a Relic set like Pioneer Diver of Dead Waters.” With Gallagher providing Besotted debuffs, Silver Wolf implanting Fire Weakness and reducing DEF, and Pela shredding Effect RES, Acheron’s stack generation becomes extremely rapid. Broken Keel ornament is optimal for Gallagher in this team (non-Break context, team CRIT DMG support). Run Post-Op Conversation or Quid Pro Quo for energy support in this rotation.
🍸 Dr. Ratio / Feixiao + Gallagher
Gallagher as sustain in FUA teams — a strong alternative to Aventurine when pure healing reliability is needed over shield mechanics. Dr. Ratio’s Follow-Up Attack requires enemies to be affected by 3+ debuffs — Gallagher’s Besotted contributes 1 debuff consistently, reducing the dependency on other debuff sources and increasing Dr. Ratio’s FUA trigger frequency significantly.
For Feixiao teams specifically, Gallagher is a solid sustain option when Lingsha isn’t available — his SP-positive economy complements Robin’s SP demands (Robin’s Skill requires SP), and his Besotted healing provides passive HP restoration through Feixiao’s rapid attack cadence. Broken Keel ornament provides +10% team CRIT DMG (multiplicative with Robin’s +25% FUA CRIT DMG from A4) — making Gallagher a meaningful passive team buffer even in non-Break contexts. QPQ LC feeds Energy to Feixiao for faster Flying Aureus stacks and Ultimate cycling.
🍸 Gallagher F2P Dream Team
The fully accessible, maximally F2P team — built entirely from characters available without premium gacha investment. Gallagher is obtainable from any Standard Banner (no rate-up required — he’s a permanent 4-star). Harmony Trailblazer is free for all players. Boothill is a limited 5-star but available on rerun. Without Ruan Mei, Asta (free 4-star) provides SPD buffs and Fire DMG contribution, adequately filling the support slot.
This team clears Memory of Chaos 10–12 comfortably with proper relic investment and handles Apocalyptic Shadow single-boss phases. Gallagher’s Watchmaker 4-piece pushing team BE, QPQ energy battery from the LC (free from Simulated Universe shop), and Besotted’s passive healing keep the team functioning at full effectiveness. Gallagher with What Is Real? (has his face on it, available from endgame shop) and basic Iron Cavalry relics with BE substats enables real endgame performance at zero gacha cost. Eidolons Guide
Gallagher is a 4-star character on the Standard Banner. Eidolons are obtained through standard pulls (any banner) — most players can realistically reach E2 or E4 over time through natural play. Gallagher’s E2 is the single most impactful standard-banner eidolon investment in the game for Break teams.
