On the gameplay side, she’s one of the most uniquely designed characters in the game. Most DPS characters have one mode. Phoebe has two — and they serve fundamentally different roles:
Absolution Mode (Main DPS) — focused on personal damage, dealing heavy Spectro hits with her empowered Heavy Attacks that gain 256% DMG Amplification when enemies have Spectro Frazzle active on them.

The standard banner Rectifier. Provides ATK, Energy Regen for Liberation uptime, and a Basic Attack damage boost. More Energy Regen than Phoebe strictly needs, but the other stats contribute meaningfully. Accessible for players who’ve been pulling the standard banner.
5. Variation (Best 4-Star)
At refinement 5, the combination of a sizable CRIT Rate substat and a hefty ATK% buff after using Liberation makes this the best 4-star option by a comfortable margin. Just make sure to use Liberation before your main damage combo so the buff is active during Starflash casts.
6. Ocean’s Gift (F2P Pick)

Main Echo: Nightmare — Mourning Aix — This is Phoebe’s primary Main Echo for Eternal Radiance builds. Basic Attack is last since she rarely uses unenhanced Basic Attacks meaningfully in an optimized rotation.
Best Teams for Phoebe in 3.2
Team 1: Phoebe (Confession) + Zani + Shorekeeper (Spectro Frazzle — Meta Comp)
This is Phoebe’s signature team in 3.2 and arguably the strongest Spectro Frazzle setup currently available. Phoebe plays in Confession mode as the primary Frazzle applicator and hybrid support. Zani acts as the main DPS on field, converting every Frazzle stack Phoebe generates into Heliacal Embers for her Forte Gauge and her empowered burst damage.
The synergy here is airtight: Phoebe’s Confession Starflash applies 5 stacks per hit, Liberation dumps 8 stacks, and the Outro buffs Spectro Frazzle DMG. Zani gets a constant stream of Frazzle to consume. Shorekeeper handles CRIT buffing and healing to keep everything running smoothly.

Team 2: Phoebe (Absolution) + Spectro Rover + Shorekeeper (Hypercarry DPS)
Phoebe’s primary DPS team. Here she plays in Absolution mode as the main damage dealer, with Spectro Rover on the team specifically to pre-stack Frazzle before Phoebe comes in and fires off empowered Starflash attacks at the 256% DMG Amplification bonus.
Shorekeeper provides CRIT stat buffs, healing, and support. This team is significantly more F2P-friendly than the Zani comp — Spectro Rover is the free main character, and Phoebe doesn’t need any specific 5-star supports to function. The damage ceiling is a bit lower than the Zani team but it’s comfortable, flexible, and very accessible.
Team 3: Phoebe (Absolution) + Spectro Rover + Verina (F2P-Friendly Comp)
Swap Shorekeeper for Verina and you have a team where Phoebe is the only limited 5-star character. Verina covers healing, ATK buffing, and Outro amplification. Spectro Rover provides Frazzle. This is an extremely accessible setup that still performs well in Tower of Adversity and the new Endstate Matrix: Doomsday Cycle content.
Team 4: Phoebe (Absolution) + Changli + Support (Quickswap Comp)
A more advanced dual-DPS quickswap setup. Changli brings fast-paced Fusion damage that alternates with Phoebe’s Spectro windows. Phoebe is notably good in quickswap teams because she isn’t sensitive to sub-DPS buffs that require extended field time — she can swap in, deliver her burst, and swap out without losing meaningful damage value. High ceiling but demanding in terms of execution.
Team 5: Phoebe (Confession) + Zani + Chisa
With Chisa providing +3 maximum Spectro Frazzle stack expansion through her Outro, the Frazzle stack ceiling rises above the default cap. This lets enemies hold more stacks simultaneously, which directly benefits Zani’s consumption mechanics and adds more DoT ticks from Frazzle before stacks decay. An interesting three-way synergy for players who have all three characters built.

Absolution Rotation (Phoebe as Main DPS)
- Start with Spectro Rover — use Resonance Skill and Liberation to pre-apply Spectro Frazzle stacks on enemies. Rover’s Forte-enhanced skill adds Spectro RES shred too. Swap out once Concerto Energy is full to trigger Outro.
- Phoebe enters via Intro Skill — deals damage and starts filling Prayer.

Resonance Chain (Constellations)
Phoebe is genuinely excellent at C0 and her early sequences add strong upgrades:
- C1 (S1 — Warm Light and Bedside Wishes): Dramatically boosts Resonance Liberation DMG in both Absolution and Confession modes. One of the best early-sequence investments in the game — notably improves her Liberation’s damage and Frazzle application.

Is Phoebe Worth Building in 3.2?
Yes — and the answer is slightly different depending on your roster situation.
If you have or plan to pull Zani: Phoebe is essentially mandatory. Zani’s damage drops significantly without a reliable Frazzle applier, and Phoebe is the best one in the game. They’re a pair — you want both or neither.
If you don’t have Zani: Phoebe still works excellently as an Absolution Main DPS with Spectro Rover as her Frazzle enabler. She’s one of the most F2P-friendly limited 5-stars in the game in this configuration, and the hypercarry team she runs is comfortable, consistent, and strong enough for all endgame content in 3.2 including the Tower of Adversity and Endstate Matrix.
