That’s the same Wind Shear proc chance that all his abilities share. Nothing flashy, but the Wind Shear application from Basic ATK means he’s contributing DoT stacking even on Energy-building turns. Regenerates 20 Energy.

Wind Shear deals Wind DoT damage at the start of each enemy turn, with each stack dealing damage independently. At 5 stacks the combined Wind Shear tick becomes his primary damage source. Higher Effect Hit Rate pushes the 65% proc rate closer to guaranteed, which is why EHR is his most important stat. This is the best relic set for Sampo and most DoT characters. The 2-piece gives 12% ATK. The 4-piece makes Sampo ignore 6% of enemy DEF for every DoT currently on the target, stacking up to 3 DoTs for 18% total DEF ignore. Since Sampo stacks Wind Shear alongside whatever other DoTs your team is applying — Shock from Kafka, Arcana from Black Swan — you consistently hit 3 different DoT types by mid-fight. That 18% passive DEF ignore is a clean, no-conditions multiplicative damage increase that doesn’t require any extra stat investment. Farm this set exclusively for Sampo. It’s also the same set used on Kafka and Black Swan, so your farming progress carries over.
Alternative – 4-Piece Eagle of Twilight Line
The Eagle set gives 10% Wind DMG as a 2-piece and advances Sampo’s action forward by 25% after using his Ultimate. That action advance is actually quite useful since Sampo’s Ultimate has a short 100 Energy cost — if you pop the Ultimate and immediately act again, you can reapply Wind Shear stacks before they start expiring. The damage ceiling is significantly lower than premium DoT setups, but for story content, Cavern of Corrosion farming, and Simulated Universe this team works fine.
Acheron Debuff Team
Sampo works as a debuffer in Acheron teams too. His Ultimate applies a DoT vulnerability debuff on all enemies, and Wind Shear itself counts toward Acheron’s Slashed Dream counter. He’s not the most efficient Nihility slot for Acheron — Jiaoqiu or Silver Wolf are better — but if those units aren’t available, Sampo contributes debuff stacking and DoT amplification that feeds Acheron’s Ultimate charge faster than most budget alternatives.

- E4: After using his Ultimate, Sampo regenerates 10 Energy. Helpful for keeping Ultimate uptime consistent, but the impact is modest compared to E2 or E6.
- E6: Wind Shear duration is extended by 1 turn. This is actually a significant quality of life improvement. Wind Shear’s 3-turn duration means you need to reapply it frequently to maintain 5 stacks. An extra turn of duration means stacks expire less often between Skill uses, keeping maximum Wind Shear uptime easier to maintain without needing to Skill every single turn. Sampo Trace and Ability Priority
Level his Skill first — Ricochet Love is his primary Wind Shear stacking tool and its damage multiplier per bounce scales with Skill level. Each additional Skill level meaningfully increases both the direct hit damage and the speed at which you hit 5 stacks. Above 80% EHR, nearly every hit guarantees a proc and your Wind Shear uptime becomes reliable. This threshold is the single biggest difference between a weak Sampo and a competent one.

Honest Assessment – Is Sampo Worth Building in Patch 4.3?

If you have Kafka and Black Swan, you don’t need Sampo — Black Swan occupies the same slot and does significantly more damage. If you have Kafka but not Black Swan, Sampo is a solid stop-gap that fills the third DoT slot for zero resource cost while you save up for a premium unit.
