You unlock Anomaly Commissions early in the game after completing Prologue Part 2: Good Business, Better Treasure.

What makes Heaven’s Forsaken stand out is not the combat itself — it is actually getting to the fight. The three anomalies you need to beat are sitting on top of one of the tallest rooftops in the entire city. If you do not know the trick to reaching them, you can end up wasting a lot of time.

Heaven’s Forsaken Location in NTE

The Heaven’s Forsaken Anomaly Commission is located on the rooftop of Witop Tower in New Herland District. The building sits near Camelot Avenue, and it is positioned directly to the east of Midas Tower — one of the two tallest buildings in Hethereau.

To find it through the in-game menu:

  1. Open your World Map.
  2. Go to the Anomaly Commission section.
  3. Find Heaven’s Forsaken in the list and press Track Anomaly.
  4. The game will mark the location on your map and highlight the destination.

On the map, the commission icon will appear hovering high above street level. That is your cue that the anomaly is on a rooftop — not somewhere you can simply walk or drive to.

How to Reach the Witop Tower Rooftop

This is where most players get stuck. The Witop Tower rooftop is extremely high up. Trying to climb the outside of the building is possible, but it takes a very long time because there are few ledges to rest on and recover stamina. There is a much faster and smarter method using Midas Tower next door.

Method 1: Use Midas Tower (Recommended)

This is the fastest and easiest way to reach the Heaven’s Forsaken anomaly. It only works if you have already unlocked the Midas Tower ReroRero Phone Booth teleport point. If you have not done that yet, read our full guide on how to unlock the Midas Tower Teleport Point in NTE first.

Once you have it unlocked, here is what to do:

  1. Fast travel to the Midas Tower ReroRero Phone Booth. This puts you at the very top of Midas Tower.
  2. Once you spawn at the top, look east. You will see the Witop Tower rooftop nearby.
  3. Jump off the Midas Tower and activate your glider to float down toward the Witop building’s roof.
  4. Land on the rooftop of Witop Tower.
  5. The three Tides of Misfortune anomalies will be waiting for you there.

This whole process takes less than a minute once you are at the top of Midas Tower. The glide is short and easy to manage. The two buildings are close enough that you do not need to worry about missing the landing.

Method 2: Climb Witop Tower from the Outside

If you do not have the Midas Tower teleport point unlocked yet, you can still attempt to climb Witop Tower from the ground. However, this is the slow way. The building is very tall and has limited climbing surfaces. You will need to manage your stamina carefully the whole way up, climbing at a walk rather than a sprint to conserve energy.

How to Beat the Tides of Misfortune

Once you land on the Witop Tower rooftop, you will find three fish-type anomalies called the Tides of Misfortune. These are the enemies you need to defeat to complete the Heaven’s Forsaken Anomaly Commission.

Here are some tips for the fight:

  • There are three enemies total. You need to defeat all three to complete the commission. They may attack you together, so be ready for multi-target combat.
  • Use your Break Meter. Like most enemies in NTE, the Tides of Misfortune have a Break Meter below their health bar. Sustained attacks chip this down. When it empties, they become Broken and take extra damage. Use that window to hit them with your Ultimates and Skills.
  • Watch the rooftop edges. You are fighting on a tall rooftop with limited space. Keep an eye on where you are moving to avoid being knocked off by enemy attacks or accidentally walking off the edge during dodges.
  • Bring a balanced team. Having at least one DPS, one support, and one survival character makes the fight much smoother. Check our character build guides to make sure your team is ready.
  • Use Cycle Skills. Swap between characters during combat to fill your Cycle Rate and trigger elemental reactions. Timing your swaps correctly increases your damage output significantly.

The Tides of Misfortune are not particularly difficult enemies compared to some of the tougher anomalies in the game, but the rooftop arena and multi-enemy fight can catch new players off guard. Take your time, stay mobile, and keep attacking to keep the Break Meters depleted.

  • You unlock Anomaly Commissions after completing Prologue Part 2 and syncing with your first Wertheimer Tower.
  • There are 38 Common and 12 High-Risk Anomaly Commissions at launch.
  • Commissions are spread across all five districts of Hethereau. You need to unlock a district’s Wertheimer Tower before its commissions appear on the map.
  • Difficulty is shown by icon border color: White, Yellow, Orange, Red, and Purple from easiest to hardest.
  • All rewards are one-time only. Once you complete a commission, it is done.
  • Some commissions include boss fights, puzzles, exploration challenges, or unique encounter mechanics — not just straight combat.

To start any commission, open the Anomaly Commission UI from the World Map, select the commission you want, and press Track Anomaly. A blue navigation line will guide you to the location.
